Description
An employee in this class plans, organizes and supervises recreation and athletic programs and events. Work includes planning, organizing, and/or assisting with recreation classes, athletic leagues and special events for youth and adults. Work requires supervision of athletic camp and program instructors and supervisors, and volunteer coaches. Work involves considerable planning and scheduling of activities and contact with participants, coaches and officiating personnel. Employee develops rules, policies, and other regulations to insure safe, effective and enjoyable programming that maintains public acceptance. Work is performed in accordance with departmental rules and policies and requires judgment and discretion in the application and interpretation of programs, game rules, and procedures. Time management and organizational skills are important in performance of the work. Considerable tact, firmness, and courtesy are required in frequent contacts with the public and program participants. Employee is subject to hazards in parks and recreation including working in both inside and outside environments, in extreme hot and cold weather, subject to loud noises, and exposure to the hazards of motorized equipment. Work in some recreation activities is subject to the final standards of OSHA blood borne pathogens. Work is performed under general supervision of the Recreation Superintendent and is evaluated through discussion, reports, review of program activities, and feedback from participants.
Typical Duties and Responsibilities
- Plans, organizes, and promotes team athletic events and leagues for various age groups including such programs as baseball, hockey, soccer, and basketball; evaluates programs for participation levels and attainment of program objectives; recommends changes to programs.
- Oversees small capital project improvements to athletic facilities; maintains budget; initiates contracts; inspects work; requests payment to contractor.
- Assists as needed with a variety of recreation programs including recreation classes, camps, athletic leagues, and special events for adults and youth in the community.
- Observes and evaluates athletic events and games for quality of competition, proper use of equipment and facilities, and sportsmanship; develops rules, policies, and regulations for participant behavior and enforces.
- Meets with coaches, officials and/or parents to deal with problem situations and seeks resolution to the problem and/or making and explaining decisions based on the official game rules and department policies and procedures.
- Works with department staff, other Village department staff, and business groups to organize special athletic events.
- Organizes youth camps, fitness, and athletic lessons.
- Recruits, trains, and supervises variety of part-time staff including camp counselors, program instructors and supervisors, and volunteer staff.
- Secures facilities for program activities.
- Calculates program costs and sets or recommends fee amounts for program participants; develops budgets for year round activities.
- Prepares a wide variety of schedules; coordinates with facilities, maintenance, and others to insure events run smoothly; works with various community groups.
- Solicits community awareness of programs and publicizes program activities; composes brochures, coordinates updates of department web site, develops news releases; solicits sponsorships for programs.
- Assist in the programming and implementation of special events.
- Purchases programming supplies such as athletic equipment and uniforms within departmental guidelines.
- Prepares and maintains a variety of records and reports.
- Performs related tasks as required.
Knowledge, Skills, and Abilities
- Considerable knowledge of principles, practices, and methods of programming and supervision of recreational classes, athletic leagues, and camp programs.
- Considerable knowledge of current literature, trends, and developments in the field of public recreation.
- Knowledge of standard resources, materials, game rules, and facilities utilized in a public athletic recreation program.
- Working knowledge of modern effective supervisory principles and practices including communication, coaching, and motivation.
- Working knowledge of computers and office software such as word processing and spreadsheets, and ability to use in performing duties.
- Working knowledge of government budgeting, purchasing and personnel procedures.
- Skill in small and large scale recreation planning and time management.
- Ability to organize work, effectively plan, and execute year round programs and to evaluate program effectiveness.
- Ability to recruit, train, and supervise temporary, volunteer workers and coaches.
- Ability to use sound judgment and to enforce rules and regulations with tact and firmness.
- Ability to express ideas effectively in written and oral forms.
- Ability to deal tactfully, courteously and firmly with the public.
- Ability to establish and maintain effective working relationships with adults, youth, parents, volunteers, peers, school and other community organization officials and representatives, and superiors.
- Ability to handle numerous details effectively and efficiently and with a high degree of accuracy.

Minimum and Preferred Qualifications
Graduation from an accredited college or university with a degree in recreation, sports management or a related field and some experience in public recreation programming; or any equivalent combination of education, experience, and training.
