This vacancy may be filled as a Probational, Promotion, or Detail to Special Duty. Detail to Special Duty may be required for a trial period prior to promotion consideration. Current classified permanent status employees may be required to accept a Probational Appointment.

Attorney Deputy General Counsel facilitates several legal programs of TRSL, including such areas as federal and international tax law, community property, trusts, charter schools, legislation, rulemaking, litigation and public contracts. Legal issues administered by TRSL legal staff often impact and require consultation and coordination with other departments, as well as local school boards, state agencies and/or private attorneys.
SUMMARY OF DUTIES
- Manages the Legal Department’s role in TRSL’s legislative program, including drafting, reviewing, monitoring, and analyzing new legislation affecting TRSL. This includes developing strategy in working with legislative bodies, advising the TRSL Board and staff of the progress of such legislation, coordinating responses, working cooperatively with legislative staff, testifying before committees as necessary, summarizing and explaining the effect of such legislation on TRSL to the TRSL Board, staff and members, and assisting with implementation.
- Supervises staff subject matter attorney for family and community property law. Reviews and advises members, retirees and private attorneys regarding divorces, community property settlements, Domestic Relations Orders, trusts, powers of attorney, probate law, etc.
- Represents TRSL in complex litigation before trial and appellate courts and administrative tribunals on matters including, but not limited to, preparation or directing the preparation and presentation of all legal documents, briefs, memoranda and arguments associated with these matters. It includes all necessary trial and pretrial appearances on behalf of TRSL in state and federal court.
- Independently oversees all TRSL policy development as it relates to the implementation and interpretation of the Louisiana Revised Statutes
PREFERRED QUALIFICATIONS:
- Knowledge of Louisiana public retirement system law, particularly with respect to benefits, contracting, actuarial practices, general retirement system administration and management, disability adjudication; and the legislative process.
- Knowledge of applicable federal, state and local laws and regulations; experience with civil and administrative law proceedings in diverse practice areas; methods and techniques of case management; principles and practices of budget administration; and experience directing and supervising staff.
- Ability to anticipate potential issues and develop proactive means for addressing problems and to communicate clearly and concisely, both orally and in writing.
- Ability to establish and maintain effective working relationships with all levels of management, employees, stakeholders, legislators, actuaries, the public and others encountered in the course of work.
