Description of Job
This position coordinates a variety of assignments for the Auraria Higher Education Center Office of Emergency Management. (AHEC OEM). The position requires the use of emergency management principals, skill sets in training and exercise program management, public speaking, community engagement, and responsibilities in the Auraria Campus Emergency Operations Center (EOC). As an integral member of AHEC OEM, the Emergency Management Coordinator will plan, schedule, deliver, and provide overall coordination of life safety and preparedness training for AHEC departments, Auraria Campus community and our campus partners.
This position coordinates AHEC and campus-wide training and exercise programs emergency preparedness, incident response, and emergency communications. The incumbent assists in the development of all-hazard emergency plans to prepare and respond to emergencies, creates educational and training materials, conducts both internal and campus-wide training and exercises; serves in Emergency Operations Center (EOC) during activations; assists in the development and delivery of curriculum for EOC labs, and maintains relationships with AHEC leadership, institutional emergency management and regional partners. This position reports to the AHEC Emergency Manager.
Key Responsibilities:
• Assist Emergency Manager with evaluation of needs for campus community, develop and implementing plans/programs for the Auraria Campus. Support the planning efforts of the OEM through drafting or updating assigned products or subject-matter areas.
• Oversees training and exercise program related to project areas, including after action review processes and the facilitation of improvement plan recommendations.
• Coordinate, and/or facilitate scenario-based tabletop exercises, drills, and functional/full-scale exercises. These exercises may range from small department-specific tabletop exercises up to multi-hazard exercises conducted on the Auraria Campus in support of the City and County of Denver, North-Central Region, and State of Colorado.
• Plan and coordinate training to the general campus community, including students, faculty, and staff of the Auraria Campus, such as:
o CPR, AED, and First Aid training
o Stop the Bleed training
o Active Harmer response (Auraria Campus Police Department training)
• Lead the development, maintenance, and implementation of the Auraria Campus Integrated Preparedness Plan (IPP), including working with AHEC departments and institutional emergency management to identify planning, training, organizational, and equipment needs within the POETE model.
• Maintain a multi-year training and exercise calendar for the Auraria Campus to help maintain consistency of building preparedness and response capabilities through training and exercises.
• Coordinate all logistics for trainings and exercises, including space reservations, promotion of the events, registration tracking and confirmations, deployment of appropriate training equipment, provisions of any food and beverages (i.e… catering orders), parking requirements, and procurement of training personnel.
• Serve as a member of the AHEC Emergency Team, which coordinates the efforts of AHEC OEM, Auraria Campus Police Department, AHEC Facilities, and other key internal stakeholders. Assume on-call duties and be available during emergent situations.
• Participate in activations of the Emergency Operations Center during events and emergencies that happen on, or directly affect, the Auraria Campus. The Emergency Management Coordinator will serve as the EOC Manager during EOC activations.
• Assist in the management of the campus wide mass notification system (RAVE) to ensure procedures are in place to mitigate threats and comply with Clery Act mandated protocols. Deploy emergency notifications in the event of immediate, significant danger to the health or safety of the campus community, or campus/building closures. This may also include the dissemination of weather closures and other highly critical outreach efforts on a round-the-clock basis.
• Coordinate campus prevention, preparedness, response, and recovery activities with off-campus public safety agencies/organizations, such as:
o Denver Office of Emergency Management
o Denver Urban Area Security Initiative (UASI) Partners
o Colorado North Central All-Hazards Region (NCR) Partners
o State of Colorado (i.e., DHSEM, CDPHE, CIAC)
o FEMA – Region VIII
• Perform campus outreach, in partnership with the Auraria Campus Police Department and institutional emergency management to raise awareness of safety and preparedness throughout the campus community. This may include community events (such as Campus Safe Night, Fall Fest, and Spring Fling).
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
• A Bachelor’s Degree in Emergency Management, Public Administration, Business Administration, or a directly related field from an accredited institution.
Substitutions:
• An associate degree and two years of relevant experience may substitute for the bachelor’s degree as approved by the Emergency Manager.
Experience:
• Two (2) years of emergency management experience OR any equivalent combination of education and relevant experience in emergency management, as approved by Emergency Manager.
Certifications required upon hire or as designated.
• Certifications in ICS 100, 200, 700, and 800 required upon hire.
• Certifications in ICS 300 Intermediate for Expanding Incidents and ICS 400 Advanced ICS within 6-months.
• IS-2200 Basic Emergency Operations Center Functions and MGT-346 EOC O&P All-Hazard Events within 6 months of hire.
• Certificate for Professional Development Series (PDS) and Advanced Professional Development (APD) required upon hire.
• Homeland Security Exercise and Evaluation Program (HSEEP) preferred or within one-year of hire.
