Official Position Description:

Based on job duties, this position is designated as telework eligible on a hybrid basis (i.e., working at least 2 days per week in the office); the selected applicant must complete the initial training period prior to being eligible to telework. All requests to telework are reviewed and must be approved by ODOTs Chief Human Resources Officer.

Under administrative supervision of Administrator, plans, directs & manages Flight Operations section; formulates & implements program policies & procedures for section (e.g., aircraft operating procedures, pilot standardization, crew scheduling, aircraft & night currency, pilot training). Develops & implements quality assurance of Flight Operations Programs. Serves as Office of Aviation Chief Pilot. Formulates & recommends long-range plans (i.e., organization of section, cost accounting programs, full service contracts, pilot cross-training & aircraft replacement, etc.). Recommends, implements & monitors new Flight Operations Programs & best management practices within section. Establishes priorities & effectively communicates the same to all affected personnel. Monitors events which govern approval, delay or cancellation of flight schedule. Instructs on proper procedures for flight safety, operations, certification, aircraft check-out, flight planning, aircraft discrepancy reporting & passenger relations according to current laws, rules, regulations, and guidelines (e.g., Federal Aviation Administration, ODOT, State & Federal laws & regulations pertaining to aviation); operates fuel truck, aircraft tug, & aircraft engines. Monitors crew duty time & crew rest requirements. Directs & manages Aviation Programs (e.g., aircraft registration & safety enforcement). Directly supervises staff (e.g. provides developmental opportunities, coaches staff to foster development & job satisfaction, assigns work, evaluates performance, recommends discipline if necessary, provides feedback). Reviews & approves goals & objectives proposed by staff. Meets with staff to discuss/evaluate project priorities & progress towards short/long-term goals. Utilizes quality principles & initiatives as part of routine operations. Develops, monitors & is accountable for section’s administrative budget (i.e., maintenance costs, payroll, overtime, equipment & contracts costs, etc.) using a computer & related software (e.g., Microsoft Office).

Represents Aviation Office Administrator & acts as liaison with public officials, governmental agencies & civic associations. Confers with governmental officials, FAA, contractors & consultants concerning Flight Operations Programs. Using a computer & related software (e.g., Microsoft Office), prepares & delivers presentations to technical organizations, civic associations, educational institutions & the public. Coordinates with Aircraft Support Services regarding operations & maintenance scheduling, maintenance tests & logistics support flights. Attends training sessions & meetings. Performs other work-related duties as assigned.

Position designated Career Professional per Section 5501.20

Qualifications
In Flight Operations section, possess Commercial Pilot Certificate with instrument rating per 61.133 & 61.3(e) of Federal Aviation Regulations; 36 mos. exp. in flight operations.

-Or in Aircraft Support Services section, posses Airframe & Powerplant Mechanic Certificate per 65.71 of Federal Aviation Regulations & Inspection Authorization per 65.91; 36 mos. exp. in aircraft maintenance operations.

-Or in Aviation Programs section, possess Private Pilot Certificate with instrument rating issued by Federal Aviation Administration; 36 mos. exp. in flight operations.

-Or 36 mos. exp. as Aviation Specialist 2, 24942.

-Or equivalent of Minimum Class Qualifications For Employment noted above.
