POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

Alutiiq Commercial Enterprises has an exciting opportunity supporting the U.S. Airforce at Joint Base Langley – Eustis (JBLE) located in the Hampton/Newport News, VA area.

The BAS Technician is responsible for the effective management of tools, equipment and other resources in the accomplishment of contract requirements in performance of the repair, maintenance, service, modification, troubleshooting, inspection and monitoring of the operation of heating, ventilating, air conditioning and refrigeration equipment and associated plumbing, electrical, mechanical, EMS (Energy Management Control System) and BAS controls systems.

  • Monitors and adjusts the full range of heating, cooling, ventilation, and refrigeration equipment by means of an energy management system as well as hands-on work; writes, modifies, codes, analyzes, enhances and debugs EMS/BAS computer control software programming and trains others in the use of controls software programming; sets up, troubleshoots, repairs, tests and calibrates electronic components for EMS/BAS computer control; troubleshoots, maintains, modifies and repairs heating, ventilating and air conditioning systems and equipment including DX (direct expansion) and hydronic systems, fans and fan motors, pumps and pump motors, electric and pneumatic controls, and associated safety, overcurrent and other equipment protection devices; responds to trouble calls.
  • Troubleshoots, maintains, inspects, modifies and repairs heating, ventilation systems, air conditioning and refrigeration systems and equipment Including DX and hydronic systems and components, screw, reciprocating and absorption chillers, cooling towers, fans and fan motors, pumps and pump motors, electric controls and associated safety, overcurrent and other equipment protection devices.
  • Implements and facilitates the Energy Management System (EMS), Building Automation Controls, HVAC controls and Indoor Air Quality (IAQ); Writes, debugs, codes analyzes and enhances programs to balance energy management with comfort control; prepares documentation and control flow charts; monitors and adjusts computer based EMS/BAS program for proper HVAC comfort and energy management control.
  • Evaluates preliminary mechanical design plans and specs for remodels, upgrades or new construction and provides control “sequence of operation” for HVAC equipment to be incorporated into design plans and specs.
  • Monitors work done by outside contractors for adherence to state and federal Code Requirements and reports back to supervisor.
  • Assists in the writing of specifications for repairs and new construction. Responds to routine and emergency calls for repairs and service.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Graduation from high school, supplemented by completion of a Union, private (in-house), military, or trade school apprenticeship program that includes theory and on-the- job work. Four years journeyman experience working as an HVAC mechanic in a commercial, industrial or large facilities environment, with minimum two years of EMS (Energy Management Control System) or BAS Control systems experience relevant to proprietary EMS software programs and general electronics controls related to HVAC equipment.
  • Pursuant to the Government Contract, you must be a U.S. Citizen.
  • Knowledge, Skills and Abilities. Think analytically and independently; troubleshoot, maintain, modify and repair heating, ventilation systems, air conditioning and refrigeration systems and equipment including Freon systems, electric fan and pump motors, electric controls and associated safety, overcurrent and other equipment protection devices.
  • Write, debug, code, analyze and enhance EMS/BAS computer programs, using laptop computer, desktop computer and various electronics devices common to the HVAC trade; perform heavy physical labor; read and comprehend plans and blueprints as appropriate to trade; train and direct the work of other classified staff in the area; follow and give oral and written instructions; maintain cooperative working relationships; demonstrate sensitivity to, and respect for a diverse population.
  • LANGUAGE SKILLS: Must be fluent in English. Ability to read and comprehend simple instructions, short correspondence, and memos Ability to write simple correspondence Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization
  • MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • CLEARANCES, CERTIFICATIONS, TRAINING, ETC.: This classification requires an EPA Universal and journeyman level Certification. Must possess a valid driver’s license and an acceptable driving record. Ability to complete the following trainings as required: lock out tag out, fall arrest, confined space, MSDS, asbestos and lead identification, ladder safety, emergency evacuation, in-house OSHA and respirator training. Thorough knowledge of various energy management systems, heating, ventilation systems, air conditioning and refrigeration systems; use and maintenance of trade specific materials, tools, instrumentation, and equipment; applicable building and safety code requirements; methods and practices followed in the maintenance of tools, machinery, and equipment; safety precautions to be observed in the maintenance and installation of electronic and mechanical equipment.

Must be able to handle hazardous materials safely and tolerate exposure to electrical hazards as well as environmental hazards such as molds and various solvents.
