Basic Needs Director

CAPI is seeking a Basic Needs Director to provide leadership and direction for CAPI’s Basic Needs Department, which includes CAPI’s Food & Nutrition services, Benefits Enrollment Center, Community Health, Elder & Caregiver Support Services, and Housing Stability. This position supervises the Basic Needs leadership team, partners with the CEO to build a strong staff that fosters an environment of collaboration that is focused on achieving CAPI’s mission and core strategies, and works in collaboration with the CEO to support CAPI’s Development Strategies. CAPI’s workplace culture is very healthy, positive, and diverse. We are looking for someone who will help maintain the current culture and keep the programming moving smoothly and the staff well cared for.

SCHEDULE: The majority of this position is conducted 8:30am – 4:30pm, Monday through Friday; however, there may be some light evening and weekends. CAPI is currently operating with a hybrid work schedule of 4 days per week in the office and 1 day work from home. New staff are expected to work 5 days per week in the office until they complete their initial training and receive approval from their supervisor.

JOB RESPONSIBILITIES:

Basic Needs Programming

  • Oversee the development, implementation and evaluation of CAPI basic need programs.
  • Develop and manage numerous partnerships/collaborative relationships to expand and enhance programming and program outcome achievement.
  • Fulfill all government, United Way and foundation contract requirements, ensuring regular internal auditing/monitoring for programs as well as any program sub-grantees.
  • Work with CAPI’s CEO, Directors, Managers, and others to set a clear vision of growth and sustainability for basic needs programing.
  • Establish and monitor program/service standards, policies and procedures that ensure high quality services.
  • Pursue funding opportunities to support the growth and enhancement of the unit.

Basic Needs Funding

  • Work with the CEO and Board of Directors to develop annual operating and capital budgets and work with the CEO and Development Director to ensure funding is secured in Basic Needs annually.
  • Responsible for CAPI’s Basic Needs programs, but also assist as requested by the CEO to support site visits and fund development activities for all CAPI programming.
  • Work closely with the CEO, Development Director, and CAPI’s Grant Manager to jointly develop and oversee the implementation and maintenance of CAPI’s Development Plan.
  • Build relationships with donors (i.e., foundations, corporations, individuals) and contractors to sustain, expand and diversify CAPI’s Basic Needs funding streams.
  • Facilitate contract/grant management meetings with appropriate CAPI and MACC staff upon securing new grants (to outline grant implementation and reporting responsibilities).
  • Conduct monthly budget and billing reviews with CEO, managers and MACC staff and ensures fiscal accountability.
  • With the CEO and Development Director, schedules, participates in and coordinates site visits with funders.

Supervisory Responsibilities

  • Manage employee and team performance and training; communicate job expectations and coach employees; support employee professional development aspirations; investigates complaints and performance concerns; implements disciplinary action as needed and in consultation with MACC Human Resource Services.
  • Manage the hiring process for positions within the Basic Needs Division.
  • Manage and ensure effective employee relations to create an ethical, inclusive, non-discriminatory, and safe work environment.
  • Accept resignations; initiate terminations and executes layoff actions following established protocols.

Supports CAPI’s Civic Engagement/Public Policy

  • Support CAPI’s agency-wide Civic Engagement values and initiatives and incorporate civic engagement into ongoing work within programs (such as voter registration and census pledge drives, educational/outreach initiatives, and GOTV activities.
  • Work with CAPI’s Civic Engagement team to identify policy and advocacy areas of relevance to the CAPI.
  • Serve on a minimum of one external committee that enhances CAPI’s profile in the community.

REQUIRED QUALIFICATIONS:

Education and Experience:

  • Bachelor’s degree and at least 5-10 years of progressively responsible leadership experience in non-profit program management.
  • Masters in Social Work or related field preferred.

Knowledge, Skills and Abilities:

  • Knowledge of foundation and government funding sources aligned with CAPI’s programming.
  • Excellent communication skills, both verbal and written.
  • Ability to establish clear goals, expectations and protocols for organizational fund development and management.
  • Knowledge and experience in project design, development, implementation, evaluation, grant writing and budget development.
  • Skilled in group process and facilitation of effective meetings.
  • Culturally competent: ability to work effectively and respectfully with people of many cultures, nationalities, and groups.
  • Ability to use MS Office products; internet & program databases.
  • Ability to work occasional evenings and weekends as needed.

Licenses and Certifications:

  • Valid driver’s license, access to reliable transportation, and the ability to meet CAPI’s driving record requirements. Please note that if the license was not issued in the state of Minnesota, you have 60 days after becoming a Minnesota resident in which to apply for your Minnesota driver’s license or permit.

COVID protocols: CAPI USA requires employees to be vaccinated as a condition of employment, subject to reasonable accommodation required by law.
