Billing Technician

JOB SUMMARY

Under the direction of the Program Director, the Billing Technician is responsible for checking records to ensure that the documentation within the client’s clinical file is accurate and consistent with the billing record for each client, for the First Street Outpatient & Full Service Partnership Programs.

ESSENTIAL JOB RESPONSIBILITIES

  1. Compile monthly and year-to-date reports of revenue and all direct client services.
  2. Input all billing information into the Fresno County Mental Health billing system and review County billing records for accuracy when available.
  3. Supply information and assistance as is required for completion of annual cost reconciliation report.
  4. Maintain all client financial records and files in an accurate and concise manner.
  5. Assist in preparation for County and State audits as necessary.
  6. Attend weekly program meeting and monthly billing oversight meetings.
  7. Process all billing as it relates to client services in a timely fashion.
  8. Oversee and maintain the development and monitoring of systems for client fee collections including Specialty Mental Health Medi-Cal billing, Drug Medi-Cal billing, cash receivables, and UMDAP processing.
  9. Complete private billing duties using HCFA 1500 software.
  10. Enter Drug Medi-Cal billing data into Cal-OMS, SAIS, and DATAR EHR systems.
  11. Bill retroactively for Medi-Cal services rendered when appropriate.
  12. Utilize and generate billing reports from the AVATAR & SMARTCARE EHR system for mental health services.
  13. Will drive on company business and transport consumers as needed.
  14. Physical presence in the office is required.

ESSENTIAL JOB REQUIREMENTS

  1. Two (2) years’ work experience in Medi-Cal billing or office work experience.
  2. High school diploma or GED.
  3. Electronic Medical Records experienced.
  4. Knowledge of data entry rules and regulations, Short-Doyle Medi-Cal, Drug Medi-Cal, realignment and other revenue source rules and regulations, and their application.
  5. Ability to format and operate data-related computer software.
  6. Ability to function as receptionist and secretary as necessary.
  7. Ability to accurately type and be familiar with basic computerized word processing and psychiatric terminology.
  8. Communicate effectively in written and spoken English.
  9. Work effectively with diverse ethnic, cultural, religious, socioeconomic, and professional groups of people.
  10. Current certified training in emergency first aid procedures, preferred.
  11. Intermediate computer skills in Microsoft Word, Excel, Outlook and PowerPoint, Office 365, Teams, Zoom and other communication/meeting platforms.
  12. Ability to operate within Electronic Medical Records (EMR) system.
  13. Possess a valid driver’s license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required.
  14. Ability to pass a criminal background check.
  15. Ability to pass a pre-employment physical, drug screen, general physical, and TB test.
