The Indiana BMV employs more than 1,400 team members in branches across the state. From customer service and document management to information technology and finance, the BMV offers a broad scope of opportunities. While most Hoosiers know us for processing drivers’ licenses and registrations, the BMV also offers programs and services in a wide range of areas including driver’s education, driver ability, reinstatement after suspension, and much more.

Location:

This position is located within the Legal Division at the Indiana Government Center in Indianapolis, IN.

Salary:

The salary for this position traditionally starts at $120,016.00 but may be commensurate with education or work experience.

About the Job:

The General Counsel oversees the Legal Division and collaborates with other members of Senior Staff to provide recommendations and guidance on legal matters and the overall strategic initiatives of the BMV. This role directly reports to the Chief of Staff and represents the agency in all legal matters.

A Day in the Life:

The essential functions of this role are as follows:

  • Oversee and direct staff, workflow, and projects
  • Prepare and render legal opinions
  • Advise the Commissioner and Senior Staff on a variety of issues
  • Draft documents, policies, rules, regulations, and most importantly, resolutions
  • Assist in drafting legislation
  • Partner with the Legislative Director to provide analysis of pending legislation
  • Conduct research and prepare reports on various topics
  • Review contracts
  • Manage agency litigation and coordinate on legal matters with outside counsel
  • Represent the Legal Division to all levels of management
  • Serve as the Ethics Officer for the agency
  • Keep the Commissioner and Senior Staff informed and up-to-date about any matters that are likely to have a significant impact on the agency
  • Develop and implement ideas for cost savings and efficiency
  • Lead the division in a manner that enhances the BMV’s ability to provide fast, accurate, and friendly customer service to the people of Indiana
  • Provide the Commission Members with reports and information for public discussion

What You’ll Need for Success:

  • Current and up to date admission to the Indiana State Bar
  • Demonstrate strong integrity
  • Display an aptitude for leading, inspiring, developing, and evaluating staff
  • Advanced knowledge of laws, legal codes, court procedures, and precedents
  • Detailed understanding of organizational programs and business practices
  • A thorough grasp of State programs and resources; public policy and program evaluation
  • Talent for developing and measuring program outcomes
  • In-depth knowledge of principles, theories, and practices of budget management
  • Drive to create, maintain, and improve the BMV’s culture of teamwork, excellent customer service, and cost-effective use of Hoosier’s resources
  • Excellent communication in all forms and the ability to articulate and present ideas
  • Outstanding capacity to treat all with courtesy and respect

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
