Class Definition

GENERAL STATEMENT OF DUTIES: To participate in a program that responds to, mitigates, and investigates incidents involving explosives, pyrotechnics, and/or chemical, biological, radiological, and nuclear materials; to assist a superior in ensuring compliance to the provisions of state and federal codes, laws, regulations, and policies regarding the storage, transportation, and use of explosives and pyrotechnics; to adhere to and abide by applicable requirements as set forth by state and local agencies; to serve as Bomb Squad Commander as directed; and to do related work as required. SUPERVISION RECEIVED: Works under the general supervision of a superior with latitude for the exercise of initiative and independent judgement; work is reviewed for results attained and for conformance to codes, laws, regulations agency policies and results obtained. SUPERVISION EXERCISED: Usually none; may assist in the training and orientation of new employees.

To participate in all phases of a program that responds to, mitigates, and investigates incidents involving explosives, pyrotechnics, and/or chemical, biological, radiological, and nuclear materials To assist a superior in ensuring compliance with the provisions of state and federal codes, laws, regulations, and policies regarding the storage, transportation and use of explosives and pyrotechnics. To adhere to and abide by applicable requirements as set forth by state and local agencies. To serve as Bomb Squad Commander as directed. To render hazardous devices safe, such as improvised explosives or incendiary devices. To investigate complaints from the public regarding hazardous conditions, and to take appropriate action to correct such conditions. To assist officials in any investigation that may be concerned with explosives and/or pyrotechnics. To investigate explosions to determine their nature and cause and to identify violations of federal and state safety standards. To inspect locations or vehicles where explosives and/or pyrotechnics are stored, used, or transported to insure compliance with state and federal safety standards. To carry firearms and other weapons during the performance of required duties. To charge and apprehend suspected violators as needed. To provide regulatory oversight of explosives and pyrotechnics. To draft and propose rules and regulations governing the use of explosives, pyrotechnics, and model rockets, and to ensure compliance with rules and regulations in this area. To examine applicants for regulatory licenses and permits. To review and investigate requests, applications, permits, and other communications relating to explosives, pyrotechnics, and fire extinguisher systems. To prepare, conduct, administer and participate in training as required. To dispose of ordnance and munitions. To safely operate an emergency vehicle. As required, to be available for emergency and non-emergency recall outside of scheduled work hours. To do related work as required.

Required Qualifications for Appointment

KNOWLEDGE, SKILLS AND CAPACITIES: A thorough knowledge of the nature, storage, use, transportation, and regulation of explosives and pyrotechnics; a thorough knowledge of the provisions of state and federal codes, laws, regulations, and policies in the area of explosives and pyrotechnics; a thorough knowledge of explosive materials, improvised explosives, render-safe operations, chemical, biological, ordnance, radiological weapons, blast physics, blast injury, and post blast scene analysis; the use of render-safe equipment and technologies, bomb suits, breathing apparatus, and maintenance and use thereof; a working knowledge of and skill in the use of firearms; a thorough knowledge of the basic rules of legal evidence, criminal law, and criminal procedure; the ability to conduct investigations to determine the cause and nature of explosions and to insure compliance to standards in the storage, use, and transportation of explosives and pyrotechnics; the ability to assist officials and the general public in matters related to explosives and pyrotechnics; the ability to establish and maintain effective working relationships with local, state, federal officials and the general public; and the ability to prepare written reports; and related capacities and abilities.

EDUCATION AND EXPERIENCE: Education: Graduation from a senior high school; and Experience: A minimum of two (2) years of employment as a Bomb Technician I, or current FBI-Certified Public Safety Bomb Technician with at least two (2) years of experience.

SPECIAL REQUIREMENTS: At the time of appointment and continually thereafter, must: 1. Possess and maintain FBI certification as a Public Safety Bomb Technician. 2. Continually and satisfactorily complete all appropriate courses of training in Law Enforcement as identified by the State Fire Marshal or their designee. 3. Meet the State of Rhode Island qualification requirements to carry weapons used in the performance of duty and must maintain such qualification requirements as a condition of employment. 4. Possess and maintain a valid motor vehicle operator’s license as a condition of employment.

Also, be advised that a new provision in RI General Law 35-6-1 was enacted requiring direct deposit for all employees. Specific to new hires, the law requires that all employees hired after September 30, 2014 participate in direct deposit.
