THE BRONX OFFICE:
The Bronx has again reached its all-time population level, and by 2040, the borough is projected to grow by more than 200,000 residents, a 14% increase making it one of the fastest growing counties in New York State. The Bronx Office has a varied and dynamic work program focused on ensuring the long-term growth and sustainability of the borough facilitated through the creation of affordable housing, enhancing commercial corridors, support for cultural and educational institutions, access to multi-modal transit and high-quality open space and waterfront access. The Office develops borough-wide and local plans, manages development projects subject to the Uniform Land Use Review Procedure (ULURP), providing input to agency policy, and communicating policies effectively to a broad audience that includes the City Planning Commission, elected

officials, and local communities. The Bronx Office is also responsible for land-use planning throughout the borough, urban design, outreach, and policy implementation working in close consultation with the central divisions on borough-specific and citywide issues as well as other City Agencies.

THE ROLE
The Bronx Office is seeking a Planning/Urban Design Team Leader to manage a team of planners and urban designers, support planning and policy studies, and the management of land use applications and community outreach activities. The ideal candidate should have extensive experience managing land use applications through the ULURP process and possess good urban design skills.
Under limited supervision, with significant latitude for independent judgment, the candidate will:
• Mentor and supervise the work of a team of planners and urban designers managing land use review processes, including:
o Developing work programs, staffing, and prioritization for projects across multiple Community Districts in the Bronx and liaise with multiple Community Boards and elected officials.
o Draft and review recommendations on applications submitted to the Department pursuant to the Uniform Land Use Review Procedure (ULURP) and coordinate with DCP’s technical divisions, other city agencies, community boards, elected officials, and the public.
o Present land use and zoning proposals to the City Planning Commission, as well as Community Boards, neighborhood groups, and elected officials, and provide expert opinions and recommendations as needed.
o Assist in the management of files, applications, and data associated with the e-filing system Zoning Application Portal (ZAP).
• Manage urban design frameworks, neighborhood planning studies and initiatives in coordination with Department planners and designers, including:
o Undertaking research, data analyses, and the production of technical reports and public presentations.
o Manage comprehensive public outreach, the development of written, graphic, and presentation materials, and represent the Department and Bronx Office at meetings of civic, business and community groups, Community Boards, and public agencies.
• Analyze site plans and development proposals to determine compliance with NYC zoning regulations, technical review standards, best-practices in urban design, and the City’s land use planning policies.
• Contribute to the development of DCP and Bronx Office polices, studies, and planning issues, and provide insight and guidance to the Director and Deputy Director on the office work program
• Represent the Department at meetings of civic, business and community groups, Community Boards, elected officials, and public agencies; and
• Perform other related projects and tasks as needed

Minimum Qual Requirements

1. A baccalaureate degree in architecture from an accredited college or university and two (2) years of full-time experience in planning, design, research, investigations and/or studies related to urban design development programs; or

2. A satisfactory combination of education and/or experience which is equivalent to “”1″” above. However, a baccalaureate degree in architecture is required of all candidates. Graduate work
leading to an advanced degree in architecture, urban design or city planning maybe substituted for experience on a year-for-year basis.

Preferred Skills
• At least four years of experience in city planning, urban design, community outreach or organizing, socioeconomic data analysis and communication, constituent services, or other related fields.
• Significant experience in facilitation, community engagement and outreach, public speaking, and communicating complex policies.
• Excellent presentation and written communication skills, including experience with editing, technical writing, and
• Ability to collaborate and communicate with designers, planners, and technicians with different backgrounds and preferences, processes, and styles.
• Ability to work well in teams with a diverse mix of community stakeholders and elected officials and can appreciate diverse skill sets and perspectives.
• Knowledge and understanding of broad urban design, economic development, real estate, and land use principles.
• Deep familiarity with New York City and/or Bronx urban planning and land use issues, neighborhoods, politics, and local organizations.
• Demonstrated ability to self-manage and capacity to take initiative, as well as superior project management skills, including the ability to complete tasks in a timely fashion.
• Proficiency with Geographic Information Systems (GIS), Microsoft Excel, Adobe Creative Suite (Illustrator and Photoshop), and graphically displaying quantitative information
• Proficient in principles of urban design practices with knowledge and experience in physical design practices including planning and programming, building layout, zoning calculations, massing, and architectural design.

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.
