The NYC Department of Buildings is seeking a technical professional to help with implementation and enforcement of the City’s sustainability laws, including Local Law 87 of 2009, Local Law 88 of 2009, Local Law 133 of 2016, and Local Law 97 of 2019, which regulate energy use and greenhouse (GHG) emissions in large buildings.
The Building Emissions Auditor will be accountable for the following:
• Working with staff to translate business needs into technical documentation that supports the Department’s business processes such as standard operating procedures, reference/user guides, fact sheets, bulletins, service notices, etc.;
• Explaining and enforcing rules and laws to public in-person and by telephone in support of compliant building operation related to energy efficiency and GHG emissions;
• Researching complex technical issues, issuing interpretations, and responding to inquiries submitted by the industry with respect to the requirements for energy efficiency Reports, GHG emissions reports and other related technical reports;
• Preparing reports and recommendations on the approval of energy efficiency reports, GHG emissions reports, and other technical reports;
• Participating in the creation and delivery of training and educational documentation to internal staff as well as to the public with respect to energy efficiency, retro-commissioning, GHG emissions reporting and the installation of sustainable building solutions to reduce GHG emissions;
• Examining and reviewing energy efficiency reports and GHG emission reports and supporting documentation, in detail, for technical accuracy, consistency and compliance;
• Assisting in the maintenance of quality control of energy efficiency and emissions reporting reviews;
• Assisting with investigations and enforcement actions, including the issuance and resolution of violations;
• Trains, mentors and collaborates with new assistant auditors daily in order to increase their knowledge and qualifications to perform progressively more complex and challenging projects;
• Providing technical expertise in audit investigations and inspections of energy efficiency reports and GHG emission reports;
• Investigating buildings to determine compliance, prepare communications to inform the owner of results;
• Responding to public inquires on technical issues in person, via telephone, via fax and e-mails;
• Assisting other staff in the Bureau of Sustainability and Office of the Commissioner, as needed;
• May operate a motor vehicle in performance of assigned duties;
• Communicating the Agency’s core mission and message to customers with the goal of improving public perception and clearly communicating initiatives; and,
• Working efficiently, effectively, and creatively with minimal direction under aggressive deadlines.
Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Preferred Skills
REQUIRED SKILLS:
1. Familiarity with the following: NYC Construction Codes and related rules, the New York City Charter, NYS Multiple Dwelling Law, NYC Housing Maintenance Code, NYC Zoning Resolution, and the Energy Code and other sustainability laws and regulations.
2. Excellent writing, research, communication, and analytical skills.
3. Experience drafting code, rules and other legislation.
4. Ability to work independently and as part of a team on multiple assignments.
5. Proficiency with PC software such as Microsoft Excel, Microsoft Word, and Microsoft PowerPoint.
6. Interpersonal skills and the ability to work with people of diverse personal, educational and cultural backgrounds in a professional manner.
PREFERRED SKILLS:
1. Strong applied knowledge of architectural and engineering concepts, especially related to the energy consumption of large buildings. LEED Accreditation, CEM, or Passive House Certification.
2. Knowledge of whole-building energy simulation software.
3. Knowledge of the US EPA Portfolio Manager Tool, on-site energy generation systems and carbon metrics.
