Minimum Qualifications:

Bachelors Degree in Engineering, Business, Communications, or a related field required, Supplemented by three (3) years of experience in HVAC, electrical, and/or plumbing maintenance or custodial management;and 2 years of supervisory experience;or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license. HVAC, plumbing, and /or electrician license preferred.

Purpose of Classification:

The purpose of this classification is to manage and oversee building maintenance operations of various county buildings. Building Maintenance Manager supervises locations for the North and South Maintenance Zones. Building Maintenance Manager, Senior supervises building maintenance operations for the Central Maintenance Zone and manages all automated building climate control, alarm and security systems, and equipment in the county.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Manages assigned staff and contractors; establishes workloads; prioritizes work assignments and verifies completion; evaluates employee performance; interprets and enforces policies and procedures; resolves staff issues, conducts annual performance reviews and administers disciplinary action as required; selects contractors and vendors to perform work in assigned facilities; maintains compliance with all regulatory codes.

Oversees building maintenance operations; ensures buildings are operating at optimum efficiency; inspects buildings and facilities to ensure cleaning and maintenance activities are completed; supervises the ordering and receipt of materials, uniforms, and equipment; authorizes major repairs on County vehicles; plans preventative maintenance schedules and tracks inspection schedules to ensure standards are always met; determines space and storage needs; monitors expenditures and automated building systems.

Acts as liaison between Department Heads, Appointing Authorities, administrators, and staff in order to ensure that building maintenance needs and standards are met; oversees contractors and reports to Finance Department regarding performance.

Develops policies, operational protocols, and standards that establishes inspection procedures, criteria for assignments, and safety precautions; ensures compliance with laws, rules, and standards governing building maintenance operations.

Prepares assigned area budget, reviews previous years’ expenditures, determines future staffing levels, and estimates capital purchases; makes recommendations to department budget plans;. monitors and approves expenditures to ensure assigned division remains in compliance with contract specifications; oversees the preparation of maintenance reports and required files and records, including status reports, cost reports, and Material Safety Data Sheets (MSDS).

Answers any emergency calls after normal working hours and ensures necessary repairs are performed.
