General Description
This position provides advanced computer skills and technical support to the department by supporting the permit application process; provides exemplary customer service to the public.
This is an AFSCME, Local 2491 position.
Essential Functions
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
- Receives, processes, and issues on-line permits received at the counter, and contractor registrations.
- Assists contractors, homeowners and permit holders with submitting new and revised plans, payments, and scheduling inspections.
- Responds to public inquires by providing information, including technical construction related information.
- Creates, issues and tracks both permanent and temporary Certification of Occupancy for residential and commercial properties & businesses.
- Collects and distributes construction plans, applications, bonds, fees and permits.
- Coordinates project reviews with other City departments including Planning, DPS, Clerks and Fire.
- Prepares and processes code compliance requests.
- Places orders for office supplies and other department purchases.
- Performs general clerical duties such as typing, filing, indexing, photocopying, faxing/emailing correspondence, and UPS mail preparation and distribution.
- Accumulates, organizes and tracks data for monthly reports for quality control tracking.
- Develops and prepares building permit software reports.
- Trains department staff in the use of various software programs within the department.
- Prepares monthly and quarterly Mayor’s reports.
- Develops department publications, communications and presentations containing public information and website updates.
- Other duties as assigned.
Required Minimum Qualifications/Desirable Qualifications
MINIMUM REQUIRED QUALIFICATIONS
- Associates Degree in Business, IT, Surveying or other related program or two (2) years of related college course work; AND
- Five (5) years experience in an administrative or technical role in permitting, inspections, or related area.
OTHER REQUIREMENTS
- Advanced proficiency with office computers and related software.
- Ability to obtain Permit Technician Certification from the International Code Council within three (3) years from date of hire.

Note Regarding Starting Wage: Each position at the City of Rochester Hills has an assigned Pay Grade consisting of 6 steps. New employees generally start at Step 1 to allow for growth and wage progression, aligned with the City’s annual review process. The City will evaluate the applicant’s skills and experience to determine whether a higher Step placement is appropriate.
