Description of Job
Starting Salary Range: $60,000.20 – $70,000.06 Annually
Colorado has established statewide emission targets to reduce GHG emissions based on the levels that existed in 2005, including a 26% reduction by 2025, a 50% reduction by 2030, and a 90% reduction by 2050. The built environment is a top source of greenhouse gas emissions, and while CEO has worked on building energy efficiency for years, with the passage of the Inflation Reduction Act (IRA) we are significantly expanding our focus on building decarbonization, including through new building performance standards, developing stronger statewide minimum energy codes, and launching market transformation initiatives to stimulate and bring down the costs of building electrification and other building improvements to reduce emissions.
This position presents an opportunity to guide key building stakeholders in reducing their building-related emissions and to gain experience in developing pioneering public private partnerships. This is an exciting opportunity for someone who wants to help the State meet its science-based climate goals and be at the forefront of building decarbonization policy. The Buildings and Climate Associate will support programming across the Building Decarbonization teams’ Codes and Standards programs including on implementation of the Building Benchmarking and Performance Standards for existing buildings and deployment of Building Codes for new construction.
This position will support Colorado’s statewide benchmarking and building performance standards, created through House Bill 21-1286 and referred to as Building Performance Colorado, which covers commercial, multifamily, and public buildings 50,000 square feet and larger. This position will also work to support deployment of building energy codes as laid out under House Bill 22-1362, which set forth new state requirements for building energy code development, funding as well as requirements for local adoption.
This position will support all aspects of program design and delivery including developing and administering contracts with third-party vendors, engaging with key public and private sector building sector stakeholders, reporting on goals and metrics, monitoring relevant clean energy policy, and providing timely budget evaluation and program analysis. The Buildings and Climate Associate will also have the opportunity to support other research and programmatic initiatives to support Colorado building decarbonization.
Position Duties and Responsibilities
- Creativity and guidance on some of Colorado’s most critical and innovative emerging building policy initiatives.
- Assist in designing and implementing programming under Building Performance Colorado.
- Assist with managing and administering CEO’s Energy Code Adoption & Enforcement Grant Program including tracking and reporting local government compliance with the state’s minimum building energy codes.
- Help develop, monitor, and report on progress toward program operational measures and goals.
- Participate in the evaluation of program outcomes and propose changes to the Unit Director for program improvements and to support the annual strategic planning process.
- Assist in the research and development of leading building policy, regulatory and legislative activities.
- Collaboratively manage and maintain positive external relationships with program clients, private sector partners, and other external influencers.
- Support research projects, including the development of strategic work plans, scopes of work, project deliverables, and corresponding state and federal budgets.
- Participate in building, utility, or other stakeholder group meetings.
- Perform program administration responsibilities including procurement, vendor or grantee invoicing and reporting, and budget management
- Work with CEO communications staff to prepare collateral resources that support program recruitment and technical assistance, outreach, and educational activities including newsletters, presentations, networking, and collaboration with internal and external resources.
- Adhere to all health and safety policies in the planning and execution of activities
- Abide by office policies and procedures in a manner that ensures fiscal responsibility and promotes efficient, effective and elegant government
- Use word processing, spreadsheet, database, and scheduling software applications to prepare correspondence, plans, reports, and other documents
- Assist other CEO departments in carrying out unit and office wide priorities
- Participate in and travels as necessary to designated events and conferences in support of office programming

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
- 3 years of professional experience or a bachelor’s degree in a related field and 1 year of professional experience.
- Excellent written, oral, and presentation communication skills.
- Highly motivated and detail oriented.
- Strong quantitative and analytical skills.
- Team player with excellent interpersonal, listening, and diplomacy skills to build positive relationships.
- Demonstrates a high level of initiative and strong work ethic. Ability to work both independently and in a team environment.
- Strong time management and organizational skills.
- Excellent computer skills, including the Microsoft Office suite and Google suite
- Demonstrated interest in the mission of the Colorado Energy Office.
Preferred Qualifications
- Knowledge about energy and/or building energy issues in Colorado strongly preferred
- Experience with Energy Star Portfolio Manager
- Background in grant management or administration
- Previous work with local governments
- Demonstrated curiosity and passion for affecting positive change in Colorado’s building sector.
