Pay Range
$104,370 – $129,588 (E01.3) Annual
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for a Business Analyst/Learning Specialist position to provide a full range of services, such as process analysis, planning, designing, developing, and coordinating new and existing training programs to address training and process knowledge gaps for the Office of the Chief Financial Officer (OCFO) staff and other professionals with fiduciary responsibilities throughout LLNL.

You will use a systematic approach to business process analysis, skill gap analysis, training, and instructional design for adult learners, to analyze the present state environment to create future-state approaches ultimately building advanced training programs leveraging human-centered design, web- and instructional-development apps, and multi-media tools to support the foundational and process learning needed for improved financial skills and staff development.

This position is in the Office of the Chief Financial Officer and reports to the OCFO Chief of Staff.

Telecommuting hybrid option is available for this position, required to work on-site a minimum of 1-2 days per week.

In this role you will

  • Independently analyze present-state of business processes and workflow, develop alternative future-state approaches, and facilitate implementation of new or enhanced business solutions to include documentation, training and mentoring of others on new processes and policies.
  • Develop and implement strategies for addressing process/knowledge gaps, including processes that cross functions; monitor the progress and impact of changes by analyzing effectiveness of communication and implementation efforts.
  • Leveraging ADDIE (Analysis, Design, Development, Implementation, and Evaluation) methodology, analyze complex content, target audiences, job tasks and learner environments to identify appropriate instructional strategies, define learning objectives, monitor changes in procedures and policies, discover lessons learned, audit findings for impact, and revise training materials.
  • Design and develop engaging in-person, virtual, and self-paced learning experiences for complex communications and content including text, scripts, graphics, video, audio, test questions, instructor guides, participant materials and supporting web pages.
  • Develop and produce virtual presentations using Webex and assist internal facilitators with attendance, course materials, and presentation needs.
  • Leads and prepares project plans with effort estimation. Complete change implementation efforts per established project plans.
  • Leverage existing content where practical for development initiatives, stay current and expand knowledge of instructional design, learning industry trends, learning systems and related technology such as business process analysis, web-based design methodologies, and adult education.
  • Effectively engage with all levels of management and employees to establish appropriate program objectives supporting business process knowledge and change to include conducting interviews and collaborating with subject matter experts (SMEs) to quickly assess, design, develop and deploy instructor-led, web-based, and on-the-job training and support materials.
  • Perform other duties as assigned.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in Business, Finance, Accounting, Instructional Design, Education Technology, or related field; or equivalent combination of education and related experience.
  • Experience in business process analysis and developing documentation and training materials. Financial industry experience desired.
  • Effective verbal and written communication, interpersonal facilitation, and collaboration skills necessary to assess, write, edit, present, explain, advise, influence, and communicate complex information to all levels of personnel.
  • Extensive expertise using interpersonal skills to effectively explain, negotiate, persuade and build consensus among diverse stakeholders; demonstrated ability to establish and maintain effective working relations with all levels of personnel.
  • Experience in managing instructional design and learning development projects from inception to delivery that focus on the integration of adult learning principles and models (e.g., ADDIE, SAM, and Kirkpatrick’s Levels of Evaluation).
  • Expertise in e-Learning development and support applications, such as Articulate 360, Snagit, Camtasia, Adobe Acrobat Pro, Adobe Illustrator, and Adobe Photoshop. Serves as a specialist with expertise in productivity software (e.g., MS Excel, MS PowerPoint, SharePoint, etc.), and virtual presentation platforms (e.g., Webex, Microsoft Teams, etc.)
  • Experience applying strong analytical, decision-making, critical-thinking and project management skills.
  • Effective organization, project-management, and self-management skills with detail orientation necessary to manage multiple concurrent projects in a dynamic environment while providing high-level customer service and follow-through.
  • Experience working both independently and in a team environment/matrixed organization with a broad cross-section of people and organizations, and the ability to manage complex projects/tight deadlines.

This position requires a Department of Energy (DOE) Q-level clearance.
