Position Overview
The Division of Mental Health (DMH) is seeking to hire a position to serve as the Business Analytics Systems Lead. This position manages statewide projects with relation to information system development for the entire mental health delivery system; performs highly complex technical information management functions relative to the mental health service delivery system; serves as the Systems Lead for Division of Mental Health; manages and directs application design, development, and management issues for DMH and Mental Health Networks; serves as the primary contact for all issues related to application development; directs the production of key quarterly statistical reports for the DMH management to monitor the performance of state-wide Mental Health services, including target/eligible population study and Continuity of Care Agreement. This position provides a great opportunity for a self-motivated individual who is focused on ensuring that the division receives Information Technology (IT) services to facilitate mission focused activities in the most efficient, effective manner possible. The ideal candidate for this position will have excellent IT capabilities, effective communication skills, and strong leadership skills.
Job Responsibilities
- Serves as the Business Analytics Systems Lead for the Division of Mental Health (DMH).
- Serves as a working supervisor.
- Serves as the Systems Lead for the Division of Mental Health (DMH).
- Manages and directs Web design, development, and management issues for DMH and Mental Health Networks.
- Serves as the primary contact for all issues related to application development.
- Directs the production of key quarterly statistical reports for the DMH management to monitor the performance of state-wide Mental Health services, including target/eligible population study and Continuity of Care Agreement.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years college with course work in computer science, management information systems, and/or operations analysis.
- Requires prior experience equivalent to three years of progressively responsible computer science experience in a computer-based management information system.
Preferred Qualifications
- Four (4) years of professional experience developing procedures to recommend and implement programs and policies and revisions to improve information technology services for information systems of a public or private organization.
- Two (2) years of professional experience in the application of advanced statistical analysis for a public or private organization.
- Two (2) years of professional experience working with computer software development and enhancement for a public or private organization including implementation and revisions to information systems.
- Two (2) years of professional experience providing technical and analytical services of information systems for a public or private organization.
- Two (2) years of professional experience in a mental health setting including knowledge of the federal reporting process and Medicaid reporting and billing.
- Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling, training staff, approving time off, and preparing and signing performance evaluations.
