San Mateo County Health is seeking a well-qualified individual for the position of Business Intelligence (BI) Manager to design, plan, monitor, and improve the organization’s Data Management functions with the central objective to ensure that the organization’s Data Management disciplines are running effectively and meet the organization’s data needs. The BI Manager must be able to understand both the technical points of Data Management, as well as the organization’s drivers and needs regarding data. This individual must be able to understand the organization’s complex environment and develop a strategic plan for the technical space considering the organization’s perspective and needs. The BI Manager will also work closely with executives and stakeholders in all Health Divisions, County Information Services Department (ISD), other departments within the County and outside agencies and vendors to identify, recommend, develop, implement, and support analytics solutions to deliver essential information to satisfy information needs.
The current vacancy is a regular position in the Health IT (HIT) Division located in San Mateo, CA, but will drive/travel throughout the County to perform the duties of the job. Occasionally will be required to work on weekends, holidays, evenings, other shifts, and be on-call. Currently this is a hybrid position and will require in-person, onsite and remote work that will vary based on needs.
Primary duties of this position include, but not limited to, the following:
Strategy & Planning
- Work with stakeholders to define business and systems requirements for new information technologies, particularly in the areas of BI, analytics, and data warehousing.
- Work with different business units at the director level to align the business and IT.
- Ensure the efficient utilization of data resources across different business units.
- Oversee reports, dashboards, and information artifacts.
- Develop global maintenance schedules for BI and data warehousing systems.
- Promote BI program.
- Develop business intelligence competency improvement plans.
- Facilitate system feasibility studies, proof of concepts, pilot project, and testing.
- Examine, refine, and develop BI metrics.
- Ensure best practices are established for effective problem resolution for a high availability, 24/7, public health environment.
- Develop, implement, and maintain all key BI and data management policies and procedures, including those for BI/EDW architecture, data centers, standards, purchasing, monitoring, and service provision.
Acquisition & Deployment
- Manage the deployment, monitoring, maintenance, development, upgrade, and support of BI/EDW systems, including data architecture, data integration, high availability, security, and data privacy.
- Define the short- and long-term strategies for the corporate BI/analytics program to ensure effective delivery of information that meets current and future requirements.
- Analyze existing operations and make recommendations for the improvement and growth of the BI/EDW architecture.
- Conduct research and remain current with the latest data technologies and solutions in support of future data management procurement efforts.
- Develop requests for proposal.
Operational Management
- Practice asset management for hardware, software, and equipment.
- Manage operations staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions.
- Ensure change management practices conform to organization-wide standards.
- Establish and maintain regular written and in-person communications with the organization’s executives, department heads, and end users regarding information-based decision making.
The ideal candidate will possess:
- A Bachelor’s Degree in a related field.
- At least five years of experience managing healthcare information systems and technology within the last 10 years, preferably with an emphasis in public health, hospital or health systems.
- At least three years of management experience to include supervision, training, coaching and mentoring health IT technical staff.
- At least five years of experience in the health IT field.
- Operations experience: including application lifecycle portfolio management, Task/Project/Issue tracking, visualization/analysis.
- Information and Technology-Performance Improvement/Quality Improvement, Patient/Client Centric Health Outcomes.
- Demonstrated ability to build collaborative business relationships with peers, customers and executive leadership.
- Experience working with government organizations.
- Excellent written and verbal communication skills.

- Develop and implement goals and objectives for assigned program area(s).
- Manage and oversee data analytics and business intelligence projects across SMC Health.
- Work collaboratively with SMC Health leadership and staff to identify and address data and business intelligence needs.

- Monitor program budget and performance for assigned program area(s).

- Coordinate operations with other divisions, County departments and other agencies to promote maximum creativity and efficiency.
- Lead the development and implementation of new analytics tools and technologies to improve operations and performance.
- Manage a team of data analysts and business intelligence professionals, providing guidance and support as needed.
- Collaborate with IT staff to ensure the efficient and effective use of data management systems and applications.
- Monitor and evaluate the performance of data and analytics initiatives, and provide regular reports to leadership and stakeholders.
- Stay up-to-date on trends and best practices in data management, analytics, and business intelligence, and provide recommendations to leadership as needed.
- Research and prepare comprehensive technical analyses, studies and reports.
- Oversee and participate in selecting, training, motivating and evaluating personnel and contractors; recommend and implement personnel actions, such as promotions, transfers, discharges and disciplinary measures.
- Represent the division in outside groups and organizations; participate in outside community and professional groups and committees, as needed; provide technical assistance as necessary.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. Typical ways to qualify is a bachelor’s degree in information technology or related field AND four years of increasingly responsible experience performing duties related to IT management in a large, complex agency including at least two years of recent experience in a healthcare industry and at least one year of administrative or managerial experience.
License/Certification
- Must have at least two (2) active IT certifications that are relevant to area of responsibility. For Managers working directly with Epic, one of the two certifications must be for an Epic module.
