Overview:
Office hours are from 7:00 A.M. to 4:00 P.M. Central Standard Time, Monday through Friday.
This position requires up to 10% travel. Valid U.S. Driver’s License is required.

QUALIFICATIONS:
- A 4-year degree in Business Management, Accounting or related discipline from an accredited college or university preferred; substitution for the above-mentioned degree will be considered with a total of four (4) years of experience in accounting, purchasing or related field, with two (2) of those years containing supervisory experience.
JOB DESCRIPTION:
This position serves as the Regional Business Manager for the Florida Fish and Wildlife Commission’s 16 counties of the Northwest Region providing significant finance and budget administrative direction to divisional program staff in relation to budget allocations and expenditures. It requires a high degree of judgement, business management and team building skills. The incumbent will supervise 2 full-time employees.
DUTIES:
- Monitoring and managing budgets for divisional sections’ spending plans, advising of budget availability and Making recommendations to program budget officers;
- Oversight of the regional purchasing and accounts payable functions;
- Serve as liaison between regional staff and the Tallahassee Finance and Budget Section.
- The incumbent must retain in-depth knowledge of the MyFloridaMarketPlace/Ariba on Demand (MFMP/AOD) purchasing platform, state contracts, formal solicitations, etc.;
- Be knowledgeable of pertinent Florida statutes, administrative codes and agency policy to ensure compliance with regional purchasing and payment policies and procedures;
- Oversee coaching/training regional staff in matters related to procurement.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge and understanding of management principles and practices, business functional areas such as accounting and budgeting, and the principles and practices of state purchasing laws and rules, and state purchasing process.
- Comprehensive knowledge of Microsoft Office Suite, especially Excel, Word, Outlook and Sharepoint.
- Preference will be given for effective knowledge of the State’s purchasing/procurement platforms: MFMP/AOD; Vendor Bid System; State Purchasing Card processing program, Works; and Florida Accountability Contract Tracking System.
- Must have the ability to research, understand and apply applicable statutory rules, regulations, policies and procedures relating to purchasing and budgeting;
- Ability to work independently and solve problems and make sound decisions;
- Ability to determine work priorities and ensure timely completion of work assignments;
- Ability to establish and maintain effective working relationships with others;
- Ability to effectively communicate with external and internal customers.
