The Director of Budgeting manages and controls the Fort Wayne Community Schools’ budget, overseeing all budgeting activities. The Budgeting Director is responsible for designing and developing budgetary principles and guidelines to optimize FWCS financial resources.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Leadership
• Responsible for planning and controlling the establishment, review, evaluation and development of all District budgets
• Responsible for analyzing costs and providing recommendations concerning budgetary allocations, limits and expenditures
• Ensure budgets are updated and revised
• Responsible for day-to-day budgeting operations and activities of the District
• Ensure fiscal timelines and priorities are established
• Ensure financial activities comply with established standards, requirements, laws, codes regulations, policies and procedures
• Responsible for directing all district budgetary operations of Federal Funds (Grants)
• Responsible for the preparation of all required documentation for the Annual Financial Report and Indiana Medicaid
• Responsible for development and evaluation of official budgetary required documentation for DLGF and State
• Responsible for monitoring and analyzing all District budgets and related income and expenditures to assure accurate allocations, availability of funds, proper generation of revenue and compliance with established limitations
• Provide recommendations for financial and budgetary software
Communication and Support
• Provide planning and support for the development of the Budgeting Department Strategic Plan
• Support the position of the Chief Financial Officer in their absence
• Communicate current status of State and Federal laws, codes, rules, regulations and pending legislation related to budgeting and budgetary functions
• Support the District with implementing laws and regulations affecting financial operations
• Supervise and evaluate the performance of assigned personnel
• Interview and select employees and recommend transfers, reassignments, terminations and disciplinary actions
• Support the Business Office with a variety of special projects as needed
• Support the Chief Financial Officer with the formation and development of fiscal programs, policies and procedures
KNOWLEDGE, SKILLS AND ABILITIES
• Knowledge of FWCS policies and procedures
• Knowledge of Federal and State budgetary policies
• Knowledge of State Chart of Accounts
• Knowledge of Federal and State procurement policies
• Knowledge of FWCS HR policies
• Knowledge of financial (Business Plus) and budgetary (Questica) software
• Knowledge of payroll, Frontline, HR/PY Medicaid, SNAP, Workforce
• Skilled with data analysis to solve problems and recommend solutions which are consistent with organizational objectives
• Skilled in reviewing and interpreting highly technical information
• Skilled in writing policies and procedures,
• Skilled in budgeting procedures and financial and business operations for school districts.
• Ability to communicate effectively (both orally and in writing) with school personnel, senior leadership, parents, government agencies, and members of the community.
• Ability to apply federal, state, and local laws, rules, and regulations governing public school finance
• Ability to work collaboratively with others and facilitate groups to consensus.
• Ability to motivate, lead, and challenge a team, and establish goals, objectives and action plans to achieve district goals
• Ability to use data-driven decision making to determine effectiveness of various programs and initiatives and develop strategies for improvement
MINIMUM QUALIFICATIONS
• Bachelor’s degree required – Business, accounting or related field, preferred.
• Five (5) years administrative experience in a school district involving the review, analysis, maintenance and adjustment of a variety of budgets, funds and accounts
• Valid Indiana driver’s license

• Physical Demands – Must be able to push, pull, lift and carry over 15 pounds on occasion.

• Driving Requirement – This job does require the incumbent to drive from building to building.
