Responsibilities
NASA’s Sounding Rocket Operations Contract (NSROC) is a sub-orbital space flight program located at NASA’s Wallops Flight Facility (WFF), a part of NASA’s Goddard Space Flight Center (GSFC). NSROC provides suborbital launch vehicles, payload development and field operations support to NASA’s Science Mission Directorate. The program enables the collection of Earth, Heliophysics and Astrophysics science. The NSROC Team is seeking a senior manager to manage several functions required by the program.
Summary of Duties and Responsibilities:
- Serve as the manager for all business support functions required of the NSROC program including responsibilities to assure that contracts, subcontracts, and procurements are executed per FAR and Peraton requirements, financial reports are delivered per customer requirements, and that the NSROC Well Organized Central Repository (WOCR) is maintained and customized as required by the program
- Overall management and successful implementation of contractual and financial requirements for the NSROC program
- Implement Peraton corporate financial policy and plans
- Provide overall direction for NSROC accounting, finance, cash, insurance, and budget functions
- Provide overall management of procurement, logistics, program control, and IT aspects of the task orders
- Provide overall management for implementation of the NASA IT Security plan
- Oversee and support data migrations between database platforms as needed to maintain efficiency and compliance for the NSROC program
- Develop timely work order estimates and plans based on requests from the Government and inputs from the customer
- Preparation of work order plans, project support plans, and estimates needed to respond to Government requests for work order plans
- Maintain open and continuous communication with customer representatives, corporate management, and program staff at all levels using a combination of verbal, written, and electronic means
- Work directly with technical management team to negotiate and execute contract modifications and establish contracting relationships with vendors, consultants, and other suppliers on an as-needed basis
- Analyze cost-to-date versus projection and notify the Contracts Administrator of potential cost increases
- Oversight of subcontract administration (including subcontract modifications, audits and variance analyses, and purchase orders for equipment, materials, and supplies)
- Assure NSROC implements all the cost, schedule, and property management procedures required for Federal support services contracts
- Assure NSROC adheres to Federal Acquisition Regulations
- Perform other related duties as assigned or required
Specific Requirements:
- Knowledge of accounting standards and financial reporting requirements
- Knowledge of financial, property, and IT Security policies and procedures
- Knowledge of principles of financial management and supervision, training and performance evaluation with skills in short- and long-range planning, problem analysis and resolution
- Ability to direct, evaluate, train, and supervise the work of assigned personnel
- Ability to communicate effectively in oral and written form
- Knowledge of Word, Excel, Project, Vizio, Adobe, and Windows
- Skills with SharePoint for development and maintenance of NSROC WOCR system
Training and Certifications in the following will be required:
- SharePoint training
- Windows End-user and server IT Security for elevated privileges to NASA IT systems
- General Safety Awareness, IT Security, Environmental Compliance, and Personnel Safety and Health Training
Qualifications
Required Qualifications:
- Bachelor’s degree in a Business of degree with 12+ years of experience in business management, program control, or related fields
- 12+ years’ experience of direct personnel management/supervision in an engineering/technical environment, preferably in the Aerospace industry
- 4+ years’ experience in the administration of Federal Government contracts and subcontracts
- Significant experience creating, executing, and tracking budgets and tasks
Desired Qualifications:
- Management degree or certification, such as MBA, PMP with 12+ years of experience in business management, program control, or related fields
- 10+ years’ experience of direct personnel management/supervision in an engineering/technical environment, preferably in the Aerospace industry
- 5+ years’ experience in the administration of Federal Government contracts and subcontracts
- Experience managing personnel in a represented workforce
- Experience managing General Manufacturing workflows of aerospace hardware and understanding of personnel challenges in executing that workflow.

Target Salary Range
$135,000 – $216,000. This represents the typical salary range for this position based on experience and other factors.
