POSITION DESCRIPTION: Design, develop, and maintain the Office of Comptroller’s web based computing assets (systems, reports, processes, etc.) in accordance with established Department methodologies. Periodically assess the functionality of existing computing assets to determine the need for enhancements and/or corrections. Estimate time requirements and scheduling of tasks for system changes, reporting of progress and status, resolution of problems, and emergency situations. Assure changes are made according to specifications through complete system testing and thorough review of test results. Assure information presented is accurate and timely. Participate with impact analysis and remediation efforts of computing assets in relation to upcoming changes to the State of Florida accounting system.

Act as liaison/coordinator between the Office of Comptroller and external offices and agencies for the purpose of developing new computing assets, as well as for the modification/enhancement of existing assets. Prepare specifications to communicate Office of Comptroller functional requirements and address dependencies with other interfacing computer applications. Assist with the development of testing strategies, data scenarios, and test plans to ensure functional requirements are addressed. Participate in the development of project schedules, implementation plans, and documentation for application maintenance releases and new systems development.

Support user needs related to the Office of Comptroller accounting systems and interfacing operational/financial systems. Assure information needs of customers are addressed through the production of timely reports, data files, and spreadsheet information. Assist with the maintenance of various Office of Comptroller reports and reporting tools. Provide necessary assistance to system users in the use of various systems as they relate to the Office of Comptroller.

Maintain contact with Central Office and District personnel to assure that the Office of Comptroller systems are performing as required. Coordinate and participate in the definition and prioritization of system changes. Participate in the continual review of the Office of Comptroller systems environment and the ability of the systems to adequately support the needs of a changing environment. Offer computer based solutions to Office of Comptroller process improvement plans.

Participate in the development and review of policies, procedures, and standards related to the Department’s computing resources.

KNOWLEDGE, SKILLS AND ABILITIES: Skill in coding, thoroughly testing and debugging complex computer programs; Knowledge of application development using Microsoft technologies including, but not limited to, SQL server and the .Net framework; Skilled in C# and JavaScript; Knowledge of accounting and financial related systems and the principles, practices, and techniques of computer programming and systems analysis design; Knowledge of relational database theories, concepts, and access methods; Ability to evaluate and resolve computer application and system problems; Ability to prepare computer program test plans and create test data scenarios; Ability to work effectively with users to identify and document requirements of computer systems; Ability to relate to customer needs and perform duties in a service oriented manner; Ability to plan, organize, coordinate and prioritize work assignments; Ability to accurately estimate time requirements for computer programming tasks; Ability to analyze processes and workflows to design efficient computer based solutions; Ability to prepare computer program specifications; Ability to interpret and communicate technical information related to computer programming and information technology concepts, both verbally and in writing; Ability to develop and maintain computer systems documentation in accordance with Department standards; Ability to establish and maintain effective working relationships with others. Ability to transform applications from legacy technologies (such as Cobol, CoolGen, Entity Framework, and Azure) to more modern methodologies is strongly desired.

MINIMUM QUALIFICATIONS: A bachelor’s degree from an accredited college or university or two years of experience in computer systems analysis and/or computer programming.
