The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
The administrative teams within the Division of Child Protection (DCP) are responsible for a range of both technical and critically supportive functions which enables Child Protective Specialist (CPS) staff to focus on the work of keeping children and families safe. Overall monitoring, evaluating of systems and processes within DCP to maintain program efficiency.
The Candidacy Unit is charged with determining child eligibility for foster care; these teams would review and interpret eligibility form and provide technical assistance to the Candidacy staff surrounding the service needs of the family.
The Candidacy Coordinator responsibilities will include:
• Review documents, implement tracking systems, and troubleshoot various topics that arise from Application Unit that is responsible for thoroughly researching and evaluating prior history of the family case. The information would be documented in DCP’s system-Connection (CNNX) which allows CPS to have accurate details about the family, determining services needs that maintains the overall functioning of the family and safety.
• Maintain systems that document the measurable outcomes of the Heightened Oversight Protocol (HOP) for the critical and serious investigations and make recommendations when needed. HOP is a two-step processes that combines both the expertise of the ACS’s Investigative Consultants Supervisors who are retired NYPD Detectives Supervisors and CPS.
• Liaise with facilities and office management surrounding policy and procedures for proper implementation of guidance. Family Service Unit (FSU) is responsible for serving families by providing preventive and court-ordered supervision services to ensure the well-being of children and support parents and caretakers in providing a nurturing home.
• Monitor the implementation of those service needs. Preventative Services in NYC are referred to as Purchased Preventive Services which are designed to help families keep their children safe without leaving their home.
• Review Purchased Preventive Services (PPRS)and Office of Special Investigations (OSI) determination letter screening and the system tracking of those letters. The FSU/PPRS/Determination letter will provide administrative/ operational case aide supports to meet family’s needs.
• Ensure that all FSU/PPRS family referral requests are screened for accuracy regarding family’s needs and timely transition to the respective FSU/PPRS borough office liaisons.
• Screen the OSI determination letters for timeliness and continuity of investigation outcomes.
• Review all notifications letters to foster care family agencies for accuracy, continuity and timeliness and make necessary recommendations for correction prior to submission to Child Protective Managers who then submits to Foster Care Agencies.
Oversee and provide timely feedback to foster care agencies surrounding the information received on the Corrective Action Plan Mailbox around foster care home recommendations inquiries.
• Maintain systems that document the measurable outcomes of the Heightened Oversight Protocol (HOP) for the critical and serious investigations and make recommendations when needed
• Review, troubleshoot and document all PPRS referrals and FSU requests for accuracy prior to transitioning the request to borough liaisons teams for review.
• Monitor family outcomes on case service needs for PPRS and FSU cases transfers.
• Maintain all daily tracking logs and provide reports relating to PPRS, FSU, Foster Care Placements and program determination letters.
• Attend and support Staff Developmental Coordinator pertinent to children/family’s safety /wellbeing as needed
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.
Preferred Skills
The preferred candidate should possess the following:
A record of proven managerial or supervisory accomplishments in child protection or a closely related human service field.
Master of Social Work degree or master’s degree in a related discipline.
Excellent communications skills.
Ability to deal tactfully and effectively with diverse constituencies at all levels and an extensive understanding of child welfare issues.
knowledge of the NY State Connections comprehensive case management system, or other automated child welfare system
familiarity working with NYC’s diverse communities.
Experience and ability to step into an existing unit and assume all responsibility quickly.
Bilingual ability to communicate clearly in Spanish or other languages is considered a plus for this position.
