NYC Parks is an award-winning city agency that designs, builds, and cares for public spaces for New Yorkers to connect, play and enjoy. NYC Parks manages more than 30,000 acres or 14% of the city’s land, encompassing more than 5,000 individual properties. Our diverse set of assets includes recreational facilities, nature centers, historic buildings and structures, golf courses, athletic fields, playgrounds, tennis courts, public pools, public restroom buildings, retaining walls and nearly 14 miles of beaches. The Capital Division at NYC Parks is responsible for managing the design, construction, and administration of capital projects to expand, improve and revitalize these public spaces. The Capital Accounting Unit supports the Capital Grants Unit in administering a $490 million portfolio of Federal, State and private grants that fund NYC Parks’ capital projects. The Capital Accounts Receivable Coordinator will be responsible for ensuring that revenue from grantor payments to NYC Parks is properly tracked and reconciled in the City’s Financial Management System (FMS).
Major Responsibilities
• Under general supervision of the Supervisor of Capital Accounting and working closely with the Capital Grants Unit, with some latitude for independent initiative and judgment, track grant payments, revenue and accounts receivable for capital projects.
• Coordinate with the NYC Mayor’s Office of Management and Budget (OMB) and the NYC Comptroller’s Office to reconcile outstanding revenues received.
• Review capital funding data reports from OMB regarding grant payment amounts.
• Assess revenue expenditures, collected and amounts to be claimed for capital projects that contain grant reimbursements.
• Track cash receipts and realized revenue receivables for grant reconciliation, tree permits and tree restitution.
• Create revenue expenditures and collected revenue expenditures in FMS 3 related to capital grant reimbursements.
• Assist with the capital grant reimbursement process, including reviewing project payment histories and requesting invoice documents from archive.
• Assist with responding to audit requests from oversight agencies.
• Assist the Chief of Fiscal Management and senior staff with special projects as assigned.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.
Preferred Skills
1. Proficiency in FMS 3 and knowledge of the City’s accounting practices.
2. Familiarity with Microsoft Access, Outlook and Excel.
3. Strong interpersonal and communication skills.
4. Strong attention to detail.
