This is responsible, professional and supervisory work merging major capital improvement project coordination and construction management for the development of South Haymarket Park and future projects, and coordination of the Street Tree Surety Program.
Work involves responsibility for a continuing program of research and development needs in preparing, reviewing and recommending specific plans for public owned land designated for park and recreation purposes.
Supervision is exercised over a team of subordinate personnel engaged in collecting survey data, designing park development plans and park improvements.
Nature of Work/Examples of Work Performed
Supervises and reviews the designs and specifications for new parks and recreation areas, including golf courses, ball diamonds, picnic areas, swimming pools, formal flower gardens, playgrounds and other facilities.
Coordinates the design and development process of park and recreation facilities with superiors, subordinates, architects and contractors.
Collects and analyzes data, pursuant to landscape planning of City properties; computes and maintains cost and other technical data concerning development proposals.
Develops short- and long-range planning of the City Park System; reviews plans for optimum land use; and submits grant applications for Capital Improvement Projects.
Redevelops deteriorated, inadequate or obsolete parks and other facilities as determined by appearance, changing needs of the area residents, and other factors.
Inspects development projects during and after construction to locate problems and make changes where necessary.
Performs related work as required.
Desirable Knowledge, Abilities & Skills/Desirable Training & Experience
Considerable knowledge of the principles and practices of landscape architecture, particularly as they apply to park development.
Considerable knowledge of the techniques and practices of land usage in relation to municipal planning.
Considerable knowledge of all phases of conducting field surveys, designing planning studies, and preparing reports.
Knowledge of ornamental flower, tree, and shrub arrangements.
Knowledge of the principles and practices of Parks & Recreation programs and facilities and ability to acquire knowledge of the City of Lincoln’s Comprehensive Plan as it relates to park development.
Some knowledge of Parks & Recreation grant agencies and the grant application procedure.
Ability to supervise the collection, analysis and layout of landscape beautification plans and architectural drawings from initial concept to final drawings.
Ability to apply professional planning principles, practices, and techniques to a wide variety of routine and moderately advanced problems and assignments.
Ability to establish and maintain effective working relationships with co-workers, architects, contractors and the general public.
Ability to anticipate problems and visualize adequate and appropriate solutions.
Considerable experience in a supervisory capacity involving landscape architecture as it relates to municipal park and recreation design in the public sector.
Minimum Qualifications/Necessary Special Requirements
Graduation from an accredited four-year college or university with major coursework in landscape architecture, or in one of the related engineering sciences; plus experience involving landscape architecture as it relates to municipal park and recreation design or any equivalent combination of training and experience that provides the desirable knowledge, abilities and skills.
To be eligible for insurance benefits, employees must work at least 30 hours per week.
To be eligible for the retirement plan, employees must work at least 20 hours per week.
Temporary, seasonal, and unclassified employees are not eligible for benefits.
