The Capital Projects Manager develops, coordinates and executes tenant and campus improvement projects from the design, engineering and construction perspective. Working with the internal Property Management team and contracted resources alike they manage the planning, implementation, and infrastructure operations, repairs, and upgrades including underground utilities, engineered systems, construction projects, environmental and regulatory compliance. The Manager provides direction and leadership to ensure the property is maintained and operated efficiently while meeting the company’s strategic real estate goals, with experience in building ownership representation, tenant project oversight, tenant communications, capital improvement projects, building codes, safety regulations and utility metering. As the team lead for construction projects, (up to 10 million dollars) the manager provides consultation on larger projects as requested. Coordinates with in-house staff, manages outside contractors, vendors, and consultants required to perform duties efficiently. Responsible for design consistency, energy efficiency, cost savings, research, tenant satisfaction and utility costs.
- Develops and manages annual operations and capital budgets, manages and negotiates contracts and insurance requirements. Manages financial forecasts, project estimating, cost tracking, scheduling and variance reports.
- Manages construction projects as requested. Responsible for design, cost, quality, and schedule up to 10 million dollars. Reviews designs, approves systems, applications, and scope. Ensures competitive bidding is used where practical.
- Manages, directs, and supervises the implementation of all facilities-related work, including in-house tasks, tasks performed by contracted services, as well as design and engineering services including but not limited to: electrical, HVAC, plumbing, painting, architectural, related work in repairs, and preventive maintenance work of existing systems. Researches cost savings options, and plans for value engineering resulting in significant cost reductions.
- Trains staffing and contractors on technical procedures and operations.
- Drafts requests for proposals, and bids out site-specific service agreements with detailed specifications including, but not limited to, building engineering, , landscaping, water features, central plants, high voltage systems, designated repair projects, elevators, and building energy management systems.
- Works with internal and external engineering and trades to coordinate large scale projects and events.
- Attends Tenant Improvement meetings, reviews design proposals, approves contract documents as Building Representative. Provides oversite of tenant construction process including coordination with existing infrastructure and compliance with building rules and regulations..
- Establishes relationships with outside consultants for operations, regulatory compliance monitoring, and upgrades as required.
- Establishes plans for improving Building Operations delivery of work, with a focus on maintaining high levels of customer satisfaction, efficiency, and economy.
- Manages regulatory compliance regarding preventative maintenance on all internal building systems, landscaping, sanitary sewer and water systems.
- Remains available as principal respondent to site emergencies: as available 24-hour, 7-day a week on-call basis for decision making and delegation.
- Conducts weekly quality control site inspections and assigns action items as needed for quick resolution. Directs audits of all systems, including energy audits, and implements energy upgrade projects. Provides recommendations on life cycle cost replacements of capital structures and equipment to ensure reliability. Monitors all power costs, fuel costs, and consumption. Reports/Communicates updates with tenants and leadership regularly.
- Provides technical expertise and/or design in such areas as Building, landscape, electrical, mechanical, plumbing, carpentry, utilities, and hydraulic systems. Oversees engineering of new systems for mechanical equipment. Reviews and updates facility safety procedures.
Requirements
Education / Experience:
- Bachelor’s degree in Architecture Construction Management, Engineering or Facilities Management desired, but not required if significant years of experience in like roles
- Supplemental Project Management designation desired.
- 7 years plus in facilities management, design and construction or similar role.
Required Skills / Competencies:
- Experience in the technical operations of a comprehensive facility including site and buildings.
- Experience in quality design and workmanship.
- Demonstrates leadership and authority on core competencies.
- Able to communicate effectively across multiple disciplines.
- Have knowledge of design, engineering and construction practices and industry standards.
- Possess in-depth knowledge of all site, building, mechanical, electrical and plumbing infrastructures.
- Demonstrate ability to both supervise and motivate outside contractors.
Technical Skills:
- Knowledge of PC programs, Microsoft Office or similar
- Experience with Facilities Management software (Workspeed a plus)
- Accounting and Budgeting Software (Yardi a plus)
- Technical drawing and graphic communication software (ACAD, Revit, Sketchup)
Construction management software (Procore or Similar)
