Job Summary

The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system. An NH-04 control point position has a starting salary equivalent to a GS-14, step 1 and a salary cap equivalent to a GS-15, step 5.**
This position is located in the CVN 78 Class Program Office (PMS 378) in the Program Executive Office for Aircraft Carriers (PEO Carriers) at the Naval Sea Systems Command (NAVSEA). PEO Carriers is responsible for the acquisition and development of the aircraft carrier force encompassing design, development and acquisition of the future aircraft carriers, as well as maintenance, life-cycle support and modernization of the current carrier fleet to support the Chief of Naval Operation’s 30 year shipbuilding plan.
Duties and Responsibilities
This vacancy is for an Assistant Program Manager (APM) for Gerald R. Ford Class aircraft carriers CVN 80 and CVN 81; The APM for CVN 80/81 Production will report to the Principal Assistant Program Manager (PAPM) and will serve as the recognized program authority in the application of ship/systems acquisition processes, policies, regulations, principles and practices for all elements of CVN 80 and 81 program management. Works with the shipbuilder and key stakeholders to develop optimal solutions for highly complex problems and technical issues that cut across organizational boundaries, all while balancing cost, schedule and quality. Collaborates with the Hull Principal Assistant Program Managers (PAPM) and Participating Acquisition Resource Managers (PARMs) to track and manage Technical Instruction (TI) expenditures and develop budget plans. Leads the material acquisition and management efforts, including but not limited to supply chain management, supplier engagements, shipbuilding industrial base efforts, and spare parts procurement. Provides contract management and oversight including drafting and analyzing Requests for Proposals, Technical Analysis Reports, Headquarters Modification Requests, and Capital Expenditure products as well as products related to contract incentives. Maintains the CVN 80 and CVN 81 Change budget and provides inputs to Program Objectives Memorandum (POM) process.
Qualifications Required
In order to qualify for this position, resumes must demonstrate at least one (1) year of specialized experience equivalent to the NH-03 grade level in Federal Civilian Service. Specialized experience must demonstrate the following: Expert knowledge and skill in shipbuilding and managing program or project management operations, requirements, or functions (e.g. contracting, budget planning and execution, systems acquisition, costs, performance, schedules, or strategic planning) for the design, development, acquisition, maintenance, or modernization of weapon systems.
