Program Description
The South King County Shelters (SKC) Stevens Hotel Shelter provides emergency shelter and case management to single adults who are experiencing homelessness in the South King County Region. CCS has rapidly expanded services in this area and has taken on a lead role in developing new resources for people who are homeless in South King County. The South King County Rapid Rehousing shelter is located in a local hotel occupying 38 beds.
Position Description
The Case Manager is responsible for providing case management service to those individuals enrolled in the shelter program. The Case Manager will coordinate screening, intake and case management service at the locations. The Case Manager will work with clients during the day and will also engage with clients during shelter hours.
Responsibilities
Provide screening and intake, as well as case management, for the SKC Shelters’ program participants.
- Conduct initial intake of men and women (ages 18 or older) seeking shelter
- Conduct triage assessments for the Coordinated Entry for All system
- Treat program participants in a culturally sensitive manner and actively seek to become informed on issues where culturally-determined perceptions might be different.
- Meet with program participants of the SKC shelter programs in person weekly to work on goals and plan for the future.
- Work primarily on goals related to obtaining housing and increasing incomes.
- Work with program participants to develop plans for stability, including the areas of housing, job search, drug and alcohol issues, physical and mental health, personal development, and other life domains.
- Provide referrals and advocate for program participants with other social service agencies, hospitals, mental health agencies, and treatment centers.
- Meet with program participants to assess employment options.
- Provide follow up supportive services to program participants working toward employment goals.
- Monitor the emergent needs of program participants and provides resource assistance.
- With Manager, develop contacts with local businesses that employ program participants and makes referrals.
- The position will alternate on-call supervisor with the program supervisor.
- Conduct follow-up for the SKC shelters programs’ participants once they have moved on, from the program, ensuring quality of care.
- Complete assessments on new clients and connect them to the King County Coordinated Entry system.
- Engage clients in other CCS programs such as the two South King County Day Centers.
Provide case management for the individuals that enter the Federal Way Day Center and Kent Community Engagement Center.
- Work with clients to develop individual goal plans. Work with individuals to monitor progress, provide advocacy-based information and referral, including life skills, budgeting, jobs/education, crisis invention and mental health.
- Conduct triage assessments for the Coordinated Entry for All system
- Ensure accuracy and maintenance of all client records, including service notes and outcomes; prepare reports as indicated by Supervisor.
- Enter all data into the agency database and produce reports.
- Submit monthly reports to Supervisor.
- Work with outside service providers to incorporate more services and collaboration.
- Ensure that any Incident reports are written and given to the Supervisor for review.
Work with church and community volunteers for the programs.
- In coordination with Program Manager and Shelter Supervisor, assist volunteers with the specific needs of the shelters, including key exchange, trailer moves, and meal arrangements.
- Interact with church volunteers, explaining program and answering questions.
- Maintain good relations with volunteers.
Represent and promote CCS, SKC Shelter programs in the community, strengthening relationships with area churches/parishes, volunteers, and other community partners. Support strategy, collaboration, and coordination that enhance the mission of CCS, SKC Shelter Services program.
- Represent the interests of SKC Shelter Services program by giving presentations and attending meetings in the community.
- Speak on behalf of SKC Shelter programs and CCS before churches and parishes, community groups, businesses, and individuals.
- Give presentations to educate and procure donations.
- Assist with implementation of SKC Shelter programs marketing and public relations strategies to raise program awareness.
- Conduct outreach to sites where people who are homeless frequent.
Develop proficiency in maintaining Case Notes using CCS program participant database.
- Data entry – SKC shelter program.
- Development of SKC Case Notes as well as oversight of SKC Shelter electronic log entries
- Regularly review SKC shelters Case Notes to ensure accuracy
- Creation and maintenance of a case file on each participant.
Maintain program participant files according to Quality Assurance standards.
- Maintain files and ensure all necessary documentation is included.
- Conduct quarterly reviews of program participant file case notes.
- Ensure files are in compliance with agency and contract requirements.
Job Conditions
This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious material. Other exposures could include cleaning supplies, chemicals involved in pest control, paint and other materials used in building maintenance. Working conditions may include interruptions, interactions with angry persons, and exposure to computer CRTs.

- Able to hear telephone rings, phone conversation, doorbells, emergency alarms and face-to-face conversation.

- Vision that enables person to read normal size print and handwritten notes; and distance and peripheral vision than enables person to monitor large space and identify concerns that require staff response.
- Mobility/dexterity of hands/arms to enable keying into locked areas as well as using a computer and other office equipment.
- Able to sit for sustained periods of time.
- Able to walk the entire building and ascend and descend stairs quickly to move from one floor to another in order to respond to emergency situations.
- Able to lift, move and/or carry up to 40 pounds.
- Regularly able to perform duties as assigned.
- Able to make independent decisions and apply sound judgment in performing job duties.
Qualifications
- Bachelor’s degree in social services or equivalent experience.
- Two (2) years direct experience with homeless and/or at-risk populations.
- At least one (1) years of case management or equivalent experience.
- Knowledge of social services resources and programs in King County.
- Ability to enforce shelters’ rules, including maintaining a drug and alcohol free shelters.
- Ability to work with culturally diverse clients.
- Ability to work independently and with a team.
- Computer skills and ability to learn and use CCS client database system.
- Valid WA State Drivers License and auto insurance, and ability to meet CCS Driving Policy requirements.
- CPR/First Aid Certificates/Blood Borne Pathogens – within 30 days of hire.
- Current TB test, or willing to obtain within 30 days of hire.

Preferred Qualifications
- Familiarity with criminal justice system and/or issues involved with drug/alcohol abuse.
