If so, the CCOA/CMA Program Coordinator (HRC4) within the Training and Development Unit may be your next career move! The goal of the CCOA/CMA Program Coordinator is to plan, coordinate, and implement necessary pre-service training for agency staff and leaders.

The CCOA/CMA Program Coordinator is responsible for case management including the development, delivery, and evaluation of mandatory quality statewide training. The candidate of choice will deliver approved agency curricula to DOC Community Corrections Officers and Correctional Counselors. The delivery of high-quality instruction helps employees achieve quality, diversity, efficiency and meet established performance standards. In addition, you will serve as the First Aid/CPR Program Coordinator for Southwest Region.

The CCOA/CMA Program Coordinator within the Training and Development Unit will advise and consult with management, peers, and lower-level professional staff to achieve agency objectives directly related to Case Management and Community Corrections Officer Academy completion. We are searching for a dedicated individual who is excited to support the mission of the DOC by ensuring agency staff are provided with the appropriate training and development necessary to perform their duties effectively and safely.

Duties

As a Human Resource Consultant 4, some of your duties will include:

  • Planning, organizing, documenting, and evaluating the delivery of mandatory training academies for agency employees to include:
    1. Forecasting training resource needs for scheduled academies including practitioner instructor hours, print orders, learner supplies, and training equipment.
    2. Recruiting, identifying, scheduling and supporting qualified instructors to meet the instructional ratio mandates for academy training
    3. Coordinate employee training registration.
    4. Collaborate with key stakeholders including appointing authorities, local HR, and facility performance coordinators to establish academy rosters.
  • Competently delivering professional level instruction for various audiences based on adult learning theory with a focus on learning and performance which could include:
    1. Delivering TDU curriculum and other curricula as assigned
    2. Continuously improving knowledge and use adult learning theory principles, basic and essential instructional skills and effective management of the learning environment to provide students with the highest-level of quality training
    3. Maintaining required certifications
  • Planning, organizing, documenting, and evaluating the delivery of mandatory First Aid/CPR initial training for new Community Corrections Officers statewide and First Aid/CPR recertification training for agency employees in Southwest Region
  • Perform other duties as assigned or required.

Qualifications

What we need (required qualifications):

  • High school diploma or equivalent
  • Five years** of full-time professional corrections experience in at least two of the following areas:
    1. Direct supervision of offenders in a community or correctional setting
    2. Instructional delivery
    3. Offender case management
    4. Program coordination/administration
    5. Provision of offender programming.
  • Certified Defensive Tactics Instructor (or ability and willingness to get certified within 6 months of appointment)
  • Ability to present and facilitate training in front of large audiences.
  • Two years’ experience involving the teaching/training adults (Not considered as full-time experience)
  • Minimum of two years’ experience working in a corrections-related field including working with incarcerated individuals or those under department supervision
  • Ability to instruct or to gain the skills and experience to instruct all TDU designated training for all DOC staff. Ability to attain and maintain required certifications within one year of appointment. This may include the requirement to be certified as an OC instructor and Medic First Aid/CPR instructor
  • Ability to respond to training needs statewide with minimal notice
  • Accept a high level of personal and professional responsibility and accountability
  • Consistently demonstrate reliability in attendance and punctuality as well as flexibility in work schedule
  • Proven ability to work effectively in an operational unit that values professionalism, diversity, collaboration, integrity and continuous quality improvement to instructional quality and customer service to students and stakeholders
  • Demonstrate competence to execute expert level organizational and facilitation skills
  • Proven ability to work effectively within a team oriented working environment with diverse staff
  • Ability to work within a prison and other correctional environments that includes interaction with offenders
  • Ability to work effectively with basic computer programs in addition to immerging technologies that improve training delivery
  • Ability to be adaptable to change; contribute in productive and innovative ways to meet agency training needs
  • Serve as a professional representative of DOC to the public
    ** A Bachelor’s degree will substitute for up to two years of the required five years of experience.

What will make your application stand out (preferred qualifications):

  • Bachelor’s degree with focus on education, organizational behavior, adult learning, criminal justice, correctional environments or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent
  • Two years’ experience as a Correctional Counselor or Community Corrections Officer
  • Knowledge and application of adult learning principles
  • Experience with training in the corrections field – prisons and/or community corrections experience
  • Understanding of and/or experience with project management, Lean principles, Evidence Based Practices, Core Correctional Practices, and Risks Needs Responsivity
  • Completion of instructor development to Fundamentals of Learning Delivery, Fundamentals of Curriculum Design, or other instructional certification
  • Certified Medic First Aid/CPR Instructor

Telework Details

This position may be allocated for a part-time telework arrangement. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems’ web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
