Duties
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications (MTQs) below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements and all mandatory technical qualifications listed automatically disqualifies an applicant.
Specific Duties
The Chief Data Officer/Science Synthesis, Analysis, and Research Program Coordinator is located in the Geological Survey at the Department of the Interior (Department) and reports to the Associate Director for Core Science Systems. The incumbent will be responsible for facilitating research and decision-making through data science, information delivery, high performance computing, biodiversity analytics, and preserved geoscientific assets.
The incumbent carries out the following specific responsibilities:
- Serves as an expert and principal advisor to the U.S. Geological Survey (Bureau) in Federal and international advancements for scientific data management, data science, and integrated data networks.
- Plans, manages, and strategizes the direction of a diverse technical portfolio of Science Synthesis Analysis and Research (SSAR) programs to provide national capabilities for the Bureau in data science and analytics, high performance computing, libraries, scientific collections, and biogeographic mapping.
- Oversees various components of the SSAR Program to include the Science Analytics and Synthesis, the John Wesley Powell Center, and the Bureau Library, leads the Bureau in the creation of a technology-enabled science capacity to ensure development, access, availability, use, and preservation of critical data.
- Collaborates with the Department’s Chief Data Officer (CDO) along with the Bureau senior leadership and is responsible for lifecycle data management of a portfolio of bureau data assets, and contribution to the development of an enterprise-wide data strategy.
- Administers data resource management across the bureau and focusing on governing, guiding, monitoring, analyzing, and operationalizing data.
- Oversees the management of data assets and advocates the use of data in decision making for the Bureau including identifying requirements and establishing best practices and program controls for the use, protection, dissemination, and generation of data assets throughout their lifecycle in accordance with applicable law, directives, and policies.
- Represents the Bureau on federal and interagency working groups, tasked under the authority of Office of Management and Budget, Office of Science and Technology, Interagency Federal working groups, and Department.

- Knowledge and expertise in bioinformatics, including taxonomic and biodiversity data, ecosystems and species status, conservation metrics, and biogeographic mapping; demonstrated ability to develop collaborations, directions, and policies around emerging opportunities to advance the capacity of an agency or organization to successfully provide biologic data and information at a national scale.
- Ability to communicate with executive management, represent a science agency or organization in executive meetings and forums, and collaborate and build coalitions with key earth and natural science and information science communities to achieve the priority needs of a science organization.
Education

How to Apply
