Under general direction, plans, organizes and directs the operations and activities of designated programs and functions in support of a large departments; coordinates and directs designated office, personnel, administrative support, fiscal and other related technical, professional and clerical functions and activities to assure smooth and efficient department operations fiscal operations; supervises and evaluates the performance of assigned staff; and performs related duties as required.

The Ideal Candidate
The ideal candidate for this position will have a strong finance background, preferably governmental finance, and proven background managing employees. Key experience would include:
- Understanding of all mandated Social Services programs
- Knowledge of Federal and State Funding with an emphasis in:
- Title IV-E
- 1991 and 2011 Realignment TANF
- In-Home Supportive Services (IHSS)
- Continuum of Care Reform
- Workforce WIOA grants.
- Ability to analyze and interpret legislation and program claiming directives
- Knowledge of and the ability to analyze complex funding methodologies, including sharing ratios for Fed, State and County shares
- Understanding of how to manage DSS claiming requirements for County Expense Claim and Public Assistance Claims, including time study requirements, cost allocation methodologies, statistical reporting, and caseload analysis and reporting
- Knowledge in managing over 60 program funding allocations
- Understanding of eligibility to federal and state programs and ability to analyze these programs to determine how they can best help the Department of Social Services
