Pay Range

$231,150 – $296,868 Annually

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for a Chief of Analysis, International Assessments. You will work collaboratively with the Program Leader to provide technical expertise in the management, planning, and support of activities associated with the program’s analytic portfolio of projects. You will serve as a key member of the management team to address technical quality, standards, and project management to enhance the Laboratory’s contributions to national security; and will contribute substantively to analytic research. This position is in the International Assessments (IA) Program within Global Security Principal Directorate’s Z Program. This position will be funded at a half-time level through direct programmatic funding. The remaining portion of the successful candidate’s time will be funded by existing programmatic funds for intelligence analysis.

In this role you will

  • Provide expert technical leadership, planning, and support of analytic activities for the program to provide subject matter expertise and analysis of foreign nuclear weapons programs, counterproliferation, and terrorism for multiple government sponsors.
  • Formulate and execute short-term analytic and strategic goals for the program, including setting the program’s research agenda and producing highly advanced, finished intelligence analysis, reports, and briefings in collaboration with the IA Program Leader.
  • Provide project management oversight for the program’s portfolio of analytic research and development projects sponsored by the Department of Defense; this would involve, leading the development of project execution plans to ensure appropriate resource allocation, timelines, deliverables, and costs.
  • Develop innovative concepts and provide vision and strategic planning for both analytic and scientific research and development in support of the Department of Defense and other IA sponsors.
  • Responsible for ensuring all IA products meet DOE Office of Director of National Intelligence (ODNI) analytic tradecraft standards and requirements, in collaboration with IA Program Leader and Associate Program Leaders.
  • Represent the IA Program Leader in various internal and external management, stakeholder, and customer settings. Present program analytic accomplishments and identify new analytic opportunities, goals, and application areas by leading the development of analytic proposals interacting with senior program management.
  • Build, maintain, and enhance analytic relationships with sponsors, customers, and stakeholders to ensure exquisite execution of projects and satisfaction of commitments.
  • Perform other duties as assigned.

Qualifications

  • This position requires an Active Department of Energy (DOE) Q-level clearance and requires Also, you must have and maintain Sensitive Compartmented Information (SCI) access.
  • Master’s Degree in physical science, nuclear physics, weapons design, engineering, political science or related discipline, or the equivalent combination of education and extensive related experience and demonstrated ability to champion, lead, and develop innovative cutting-edge principles, theories, and concepts.
  • Expert knowledge of intelligence analysis of foreign nuclear weapons programs, counterproliferation, and terrorism in support of national security objectives.
  • Extensive experience and demonstrated ability to lead, develop positions on, and perform assessments and analyses of foreign nuclear threats. Demonstrated technical knowledge of advancements that have impact beyond the Laboratory.
  • Demonstrated success supervising personnel, and resource planning, while working with a diverse organization comprised of scientific, technical, analytical, and administrative workforce.
  • Expert knowledge of Intelligence Community (IC) needs and practices, including SCI security marking, intelligence oversight and compliance, and related security practices. Substantial experience working in a classified environment with highly complex, multi-agency security requirements and with both classified and unclassified subject matter.
  • Ability to motivate and collaborate with other personnel effectively in achieving programmatic objectives.
  • Substantial experience with programs and projects for national security mission applications and understanding of national security mission requirements and related issues.
  • Expert verbal and written communication skills necessary to effectively present, explain, and advise senior management and external sponsors and customers, including preparing and presenting proposals and reporting results.

Qualifications We Desire

  • PhD. in physical science, nuclear physics, weapons design, engineering, political science or related discipline, or the equivalent combination of education and related experience.
  • Experience formulating, proposing, winning, and managing a multimillion-dollar analytic portfolio consisting of several projects funded by different sponsors, and significant experience simultaneously managing and leading several projects that require all-source intelligence analysis.
  • Experience executing analytic work for the Department of Defense and a proven track record of developing and maintaining productive relationships with U.S. military sponsors and stakeholders.
  • Ability and willingness to study and learn new advances in specific topics, expand personal expertise, and apply increased understanding to propose new lines of investigations.

Security Clearance

This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access. Please note that your current active Q or Top Secret clearance with DOE or another agency does not guarantee DOE SCI access approval; if you are denied access, you may be subject to reinvestigation of your existing Q or Top Secret Clearance.
