The Shore and Expeditionary Integration Program Office (PMW 790) is acquiring support services in the areas of production systems engineering, logistics, installation management, and integration/planning/requirements services for the architecture, integration, acquisition, and support of multiple shore and expeditionary Command, Control, Communications, Computers, and Intelligence (C4I) programs. PMW 790’s mission is to acquire, integrate, deliver, and support interoperable shore-based C4I capabilities for the warfighter. PMW 790’s vision is to be the preeminent provider of integrated shore-based transformational Network Centric Warfare capabilities to the warfighter by providing assured connectivity between tactical forces and higher commands. The overarching goal is to ensure C4I systems programmed for installation on Navy ships have matching shore facilities of appropriate capacity to support Fleet deployments worldwide. Our goal is to migrate the shore sites and their terrestrial interconnections into a coherent, scalable, network-centric communications and multiplexing fabric designed to optimize functionality by effecting improvements that both satisfy current shortfalls and, wherever possible, provide the building blocks for future C4I architecture.

Reporting to the Sr. Vice President/Program Manager, the Technical Writer on the PMW 790 Installation Management Support Services (IMSS) contract. This position is located in San Diego, CA.

What You’ll Do

  • Provide technical writing support including developing, reviewing, editing PMW-790 Shore integration briefs. Program management support to the Principal Installation Program Manager (PIPM) and MILCON C4I and Installation Program Managers (IPM).
  • Perform information gathering, analysis, and preparation of data call responses to information requests. Assist Assistant Program Managers (APM) with preparing program level discussions, briefings, and conference meeting summaries for program-wide distribution.
  • Support NAVWAR, and/or PEO C4I programs Project/ Program management activities developing, reviewing, editing PowerPoint briefs for NAVWAR PEO client PIPM.
  • Demonstrate creativity, foresight, and mature judgment in anticipating and solving challenges with developing, editing, and producing exceptional briefs related to installation and acquisition objectives.
  • Interface on a daily basis with PIPM, MILCON Lead, Shore Modernization Lead, and IW Shore Admins for updates on assignments, progress and ongoing actions.
  • Support meetings with PIPM and IW Shore Leads. Participate in meetings with MILCON project teams and stakeholders.
  • Maintain database content management tool in Power BI and Microsoft Teams.
  • Develop documentation utilizing a variety of media (PowerPoint, Word, Visio, etc.).
  • Periodically review all documentation for timelines, accurate dates, and usefulness: make corrections/updates as needed.
  • Collaborate with project teams and NAVWAR 4.1.2 to become familiar with the Shore Installation Process Handbook (SIPH) and MILCON process.
  • Provide support to the existing MILCON team. Review project deliverables for accuracy and format. Review program briefs and PMW 790 Information Warfare (IW) Shore briefs for grammar and formatting. Review for compliancy and understand policies.
  • Bid and proposal support if requested.
  • Other duties as assigned.

What We’re Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • Three (3) years of experience providing technical writing and version control support to a DoN program office.
  • Must possess proficiency with relevant office software and repositories to include MS word, spreadsheets, databases, calendars, desktop publishing, PowerPoint, SharePoint, and OneDrive (or similar cloud-based environment).
  • Must be detail-oriented proactive and highly organized individual who can easily build rapport with employees, clients, vendors, and project stakeholders both in person and in writing.
  • Ability and history of Liaising between cross-department personnel including active-duty, government civil service, contractors, and external agent stakeholders.
  • Strong written and oral communication.
  • Ability to collaborate with others in team.
  • Experience with Microsoft Office tools such as: Word, Excel, PowerPoint, and SharePoint.
  • Ability to prioritize and execute tasks in a fast-paced environment.
  • Ability to multi-task and be a self-starter.
  • Ability to check all technical material for consistency and accuracy.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • Bachelor of Science degree from an accredited university in engineering or a related technical field is desired.
  • History supporting within a government contracting environment (ideally a DOD or NAVWAR program office providing contract support service).
  • Successful history supporting NAVWAR PEO C4I APM within the acquisition community.
  • History as a Subject Matter Expert (SME) in supporting APM as a contractor lead representative for development of acquisition, policy and installation deliverables.
  • Have creativity, foresight, and mature judgment in anticipating and solving problems in program management, installation and acquisition support.
  • Proficient with financial budgeting, Risk Review briefs and boards, Program Objective Memorandum (POM) budget formulation and submittals for Program Management Warfare (PMW) product and/or platform codes.

INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $75,000-$85,000. This position is eligible to participate in our corporate 401(k) and Employee Stock Ownership Plan (ESOP) programs, and may be eligible for performance bonuses, and other rewards and benefits (see more about our compensation package and benefits offered at Culture @ INDUS INDUS Technology). The pay range for this role considers job-related knowledge, skills, work location, education and training, and certifications.
