The goals of the Office of the Medical Director (OMD) at the Department of Homeless Services (DHS), is to improve the health and well-being of New Yorkers experiencing homelessness, reduce morbidity and mortality, thereby increasing their chances of succeeding in permanent housing and independent living. The Office of the Medical Director brings public health and evidence-based interventions to DHS in the areas of health, mental health, substance use and nutrition. The Office of the Medical Director (OMD) staff work with other divisions at DHS and with shelter and clinical providers on linkage to health services, coordination with hospitals and other health care providers, implement interventions, conduct programmatic research and evaluation in the areas of physical and behavioral health. The Department of Homeless Services is developing a Children Tele-Behavioral Health Initiative and looking to hire a data analyst to support the initiative.
The Department of Homeless Services is recruiting for one (1) City Research Scientist I to function as a Child Mental Health (MH) Data Analyst, who will:
• Use rigorous scientific methods, participate in collecting and analyzing large health datasets to elicit critical information and analytics to implement and evaluate child mental health interventions to improve the mental health of children residing in shelter. Perform retrospective data analysis of incident reports and CARES data, including the biopsychosocial assessment data and create analytical programs, to identify children and their families for these interventions including bridge therapy, work to develop predictive methods of identifying children to be offered the bridge mental health interventions and track referrals.
• Assist with the development of data management and evaluation systems for DHS child mental health monitoring, conduct data management and analysis, and utilize data to support the child mental health program monitoring, reporting and evaluation. Participate in developing related indicators and tracking system, perform data management, and assist in/learn to perform complex related data analysis, comparing shelters services and outcomes to target service dissemination. Analyze health data to report on trends, identify unmet mental health needs among children residing in shelter, and create dynamic data dashboards to allow shelter providers, DHS leadership, and contracted medical providers to view their performance and track progress on quality improvement projects.
• Assist in producing qualitative and quantitative reports on program activities and findings. Disseminate monthly analytic reports for leadership.
• Participate in new project and grant proposals in collaboration with local partner agencies, such as the local department of health as well as collaborate with other agencies as needed.
Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Preferred Skills
• Knowledge of mental health, in particular child mental health, quantitative analysis methods, including familiarity with data collection, matching, cleaning, correlation, descriptive statistics, and regression models.
• Knowledge of public health research and use of data for epidemiologic monitoring, intervention implementation, and evaluation.
• Experience in project management and high-level organizational skills.
• Ability to read, interpret, and synthesize epidemiologic and other scientific literature.
• Superior written and oral communication skills.
• Proficient in Microsoft Office suite, database/tools development and management, familiar with R, Statistical Analysis System (SAS), SPSS and/or SQL.
