NV5 is seeking a qualified CIP Manager experienced in Water and Wastewater distribution and collection systems with design experience and construction familiarity along with storm water collection and treatment facilities. This position is open to part time or full time applicants for an experienced engineer looking for an exceptional opportunity to manage and grow their career! As a CIP Manager, the ideal candidate will provide leadership for a program that conducts engineering plan review approvals and ensures operational compliance for drinking and wastewater treatment facilities. This position ensures stakeholders of Cities and Agencies are safe from hazards that could be caused by non-compliance with water quality and permit requirements to protect the environment and public health. This will involve the design, review, and approvals, and permitting the proposed construction of water and wastewater treatment plants and regulates the operation of public water and wastewater systems. The ideal candidate understands and is familiar with the public health and code requirements to maintain health and safety in water production and distribution, as well as wastewater collection and treatment.
Responsibilities
The tasks listed are a representation and not an all-inclusive list of essential job tasks for this position:
- Manages engineering staff reviews of CIP projects subject to discretionary permits.
- Manages CIP Program and other engineers and consultants
- Prepares and manages CIP programs and budgets
- Manages floodplain issues, statutorily CFM
- Provides easement reviews and preparation
- Provides tract and Parcel Map review and Approval
- Manages the asset management of street networks
- Prepares easements for water, sewer, and storm drain systems.
- Prepares and presents staff reports to City or Agency Council including the acceptance of water, waste water, and storm drain improvements
- Assists with the compliance requirements for NPDES, WQMPs, and SWPPPs
- Plans, assigns, prioritizes, evaluates, and reviews the work of program/section staff, including registered professional engineers, registered sanitarians, other professionals, subordinate supervisors, and support staff for consistency, accuracy, timeliness, conformance to policy/rules, and for technical merit
- Work includes permitting, licensing, inspection, and investigation of water, wastewater, and solid waste facilities and related operations in accordance with subdivision, water quality, aquifer protection, and design/construction/health-related codes and regulations
- Oversees the preparation and submission of timely reports and maintenance of records
- Creates and oversees CIP budgets
- Manages complex and high profile projects, assignments, and research
- Develops, implements, and interprets policies, procedures, and programs for engineering aspects of environmental issues related to permitting, control, analysis, design, review, and evaluation of water, wastewater, and solid waste infrastructure and operations
- Enforces the submittal and approval of discharge authorizations, final verifications, and approvals for and of construction of all storm drain, water, sewer, and reclaimed sewer projects to ensure that projects are in accordance with technical specifications and applicable codes
- Provides technical expertise to section through plan review with on-site inspections to support regular and annual audits
- Assures final verification approvals for and construction of all water, sewer, and reclaimed sewer projects as per relevance to the work unit
- Resolves complaints submitted by staff or the public by conducting or delegating investigations; advises and educates the public on environmental issues, regulations, safety, policies, and compliance matters
- Participates and may present technical, environmental information to public agencies and/or the public
- Communicates, interprets, and keeps current on changes in environmental regulations and legislation
- Serves as a representative to federal, state, regional, and local municipalities and groups to coordinate environmental activities, negotiate, inform and confer; participates at technical meetings, public hearings, and other forums
- Collaborates with other divisions, other Cities or local agencies, County departments, and state regulatory agencies
- Informs division manager of critical and potentially controversial or political program issues
- Participates in budget development, monitoring, and adherence
- Identifies and implements process improvement initiatives to improve customer and employee satisfaction
- May serve as division level manager when assigned and/or supervise subordinate supervisory staff
Qualifications
- Bachelor’s degree in Environmental Engineering, Civil Engineering, Sanitary Engineering, or a related engineering field
Certifications/Licenses:
- Must possess or have the ability to obtain a valid California Driver’s license at the time of hire
- Registration as a Professional Engineer (PE) by the State of California; OR by the technical board of another state, with the ability to obtain California Registration within six (6) months of employment
The pay range for this California position is $50.00- $65.00 per hour; however, base pay offered may be higher or lower depending on job-related knowledge, skills, and experience of the candidate. Restricted stock units may be provided as part of the compensation package, in addition to a full range of medical, financial, and/or other benefits, dependent on the position offered.
