Position Overview

This position serves as the Client Systems/Vocational Rehabilitation Client Systems Unit Manager providing management direction and technical assistance for support and maintenance of the Division of Rehabilitation Services (DRS) Web based Case Management System (WebCM), other Web apps plus supporting the remaining mainframe systems to better provide needed Information Technology services to the Division. In this role you will perform complex technical, analytical, and management functions necessary for the maintenance and utilization of critical application systems, receive and analyze user requests, and consult with user groups and other areas within the Department of Innovation and Technology (DoIT). In addition, you will assist in the management of projects by preparing recommendations on the impact of new systems against the department’s long-range plans, developing and maintaining work plans, and providing input on IT plans, budget impact statements, etc. This position also participates in training of new personnel assigned to Division of Rehabilitation Services (DRS) client development group and serves as working supervisor. Job Responsibilities

  1. Under administrative direction, serves as the Client Systems/Vocational Rehabilitation Client Systems Unit Manager for the Department of Innovation and Technology (DoIT) supporting the Department of Human Services (DHS).
  2. Serves as working supervisor.
  3. Performs complex technical, analytical, and management functions necessary for the maintenance and utilization of critical application systems.
  4. Receives and analyzes user requests.
  5. Consults with user groups and other areas within the DoIT.
  6. Assists in the management of projects by preparing recommendations on the impact of new systems against the department’s long-range plans, developing and maintaining work plans, and providing input on IT plans, budget impact statements, etc.
  7. Participates in training of new personnel assigned to Division of Rehabilitation Services (DRS) client development group.
  8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in computer science, management information systems, or business management.
  2. Requires prior experience equivalent to three (3) years of progressively responsible computer experience in a computer-based management information system in a public or business organization.

Specialized Skills:

  1. Requires three (3) years of professional information systems development experience utilizing web development tools (Java, RAD, DB2 and/or similar tools.
  2. Requires one (1) year of professional experience integrating with mainframe tools (COBOL, VSAM, DB2).
  3. Requires one (1) year of professional experience performing systems analysis or business analysis.

Preferred Qualifications

  1. Three (3) years of professional information systems development experience utilizing web development tools (Java, RAD, DB2 or similar tools).
  2. One (1) year of professional experience integrating with mainframe tools (COBOL, VSAM, DB2).
  3. One (1) year of professional experience performing systems analysis or business analysis.
  4. Three (3) years of professional experience in coordinating projects.
  5. Three (3) years of professional experience leading or supervising a team.
  6. Ability to analyze administrative problems and adopt an effective course of action.
  7. Ability to develop and maintain cooperative working relationships.
  8. Demonstrated verbal and written communication skills.
