Summary

The Clinical Administrative Specialist is assigned to the office of the Deputy Chief of Staff at the Topeka campus of the VA Eastern Kansas Health Care System, a Level 2 facility providing primary and secondary medical, surgical and diagnostic care to Veterans in Kansas and Missouri. Incumbent is responsible for the coordination, management and integration of operational and administrative functions of the clinical services that fall under the scope of the Deputy Chief of Staff.

Duties

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Duties:

  • Establish and maintain cline profile
  • Daily review of clinic management reports
  • Resolves patient complaints
  • Schedules providers for clinic coverage
  • Analyze and synthesize available data into a usable format, sharing information as

    appropriate, with senior management, providers and other medical center staff

  • Collect data from various data warehouses in support of daily operational needs

Work Schedule: Monday-Friday 0730-1600 or 0800-1630

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. The specialized experience is experience required includes communicate effectively orally and in writing. Comprehensive knowledge of all programs within the Office of the Deputy Chief of Staff (Med/Surg and Diagnostics) as they relate to facility operations, the VA, and broad healthcare trends. b. Incumbent must have thorough knowledge of clinic resources to include staffing, budgeting, planning and data analysis/collection. c. Comprehensive knowledge of administrative concepts, principles, and practices to organize, coordinate, and manage multiple projects independently. d. Knowledge and skill to coordinate work of clinical services and sections under the Office of the Deputy Chief of Staff (Med/Surg and Diagnostics). e. Knowledge of VistA software packages, VetLink and other related software used in support of office operations and strategic planning. f. Knowledge of VA policies, procedures, rules, and regulations as they apply to the area of responsibility noted above. g. Knowledge of regulations and elements of performance defined by external regulatory and accrediting bodies (such as Joint Commission, College of American Pathologists, American College of Radiology, etc.) h. Knowledge of communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customers. i. Knowledge of Human Resources regulations related to recruitment, performance management, awards, worker’s compensation, and leave programs.
