Position Title: Clinical Operations Director

Reports To: Sr. Vice President of Behavioral Health Services

Cost Center: Various

Location: Multiple Sites/ In Person

General Purpose:

In collaboration with the Senior Vice President of Behavioral Health Services, the Clinical Operations Director is responsible for the oversight of the provision of person-centered, recovery-oriented services for persons with Mental Illness and co-occurring Substance Use &/or medical disorders.

The Clinical Operations Director will provide leadership and clinical oversight of the PROS programs. S/He will work in collaboration with the Directors to ensure the smooth and efficient operation of the day-to-day administrative functions of the clinical operations within these programs. The key objectives of the role are to optimize the services Goodwill PROS programs provides to its participants, to support clinical staff to excel in their roles, and to contribute to PROS’s financial performance by increasing efficiency and effectiveness of recovery services.

Essential Functions:

  • Responsible for clinical oversight and support of all PROS programs at Goodwill Industries, including utilization reviews, staff development & provision of Evidence Based Practices.
  • Supervise the PROS program Directors and Social Work (interns as needed); maintain written documentation of supervision as per agency expectations.
  • Promote the integration of clinical and psychiatric rehabilitation services delivery with PROS programs; facilitate a team-based approach to participant care as well as monitoring of performance and service quality.
  • Oversees hiring and onboarding of Program Directors.
  • Responsible for oversight of Evidence Based Practices within PROS including, IDDT, IPS, Wellness Self-Management, MI and trauma informed care; coordinate trainings of all staff in evidence-based practices through a person-centered & trauma informed lens.
  • Identify program/service evaluation measures; oversee the implementation of the program evaluation and participant surveys across program as scheduled.
  • Collects, monitors and analyzes statistical data on performance, service utilization and consumer outcomes; submits reports to the SVP within timeframes established.
  • Implements and monitors systems related to clinical, operational and deliverables to ensure best practices
  • Provide administrative support and communicate with other departments in order to resolve operational issues. The Clinical Operations Director may be asked to handle relationships with other departments i.e. HR, Facilities and IT departments to ensure the needs of the programs/staff are met and environment is safe.
  • Supervise Social Work interns as needed.
  • Represent agency at external forums, committees, and other required meetings when the SVP of BH Services cannot attend or when otherwise necessary.
  • Works closely with SVP of Behavioral Health Services to ensure quality of services and monitoring of outcomes measures.
  • In the absence of the SVP of Behavioral Health Services, responds to crises within programs

Qualifications/Basic Job Requirements:

  • Master’s Degree in Social Work with LCSW certification
  • A minimum of 3 years of managerial & clinical experience working in a clinical setting.
  • Demonstrated ability to develop, evaluate, and act on analytical information. Knowledge of funding streams for Rehabilitation and Recovery Services for individuals with behavioral health disorders.
  • Knowledge of PROS program model and regulations (preferred)
  • Knowledge or training, in evidence-based practices, to include: Individual Dual Diagnostic Treatment, Wellness Self-Management, Individual Placement and Support, Motivational Interviewing and Family Psycho-Education.
  • Excellent oral and written communication skills

  • Knowledge of HIPAA regulations, all federal & NYS State patient privacy regulations/laws, and health information-applicable state regulations.
  • Demonstrated ability to manage multiple projects efficiently and effectively in a high-pressure, fast-paced medical environment.
  • Strong computer competency (i.e., MS Office, Electronic Medical Record, Medicaid Billing).
