Position Overview

The Division of Mental Health (DMH) is seeking to hire a position to conduct on-site and remote clinical reviews for DHS/DMH hospitals on individuals who are in Unfit to Stand Trial (UST) and Not Guilty by Reason of Insanity (NGRI) legal statuses. This position combines considerable responsibilities that are diagnostic, consultative, clinical, and confidential in nature; conducts structured evaluations and reviews of diagnostic and treatment considerations of individuals who have discharge barriers in state hospitals statewide; reviews and consults on individuals’ psychosocial and diagnostic evaluative services, and assists treatment teams to plan effective and efficient utilization of DMH/DHS resources for individuals’ care; guides formulation and organization of goals and objectives of extended treatment in DMH hospitals and provides guidance on legal/ethical issues pertinent to extended treatment in DMH hospitals in accordance with DMH hospital policies and procedures; assesses continuing treatment plans and their implementation for individuals with extended DMH hospital stays to ensure that care meets the individual’s goals; advocates for required patient treatment with medical providers; and tracks, monitors, and updates court orders and statutory reports, and communicates with facilities and with county courts regarding timely receipt of reports.

Job Responsibilities

  1. Serves as a Clinical Reviewer for the Deputy Director of Mental Health & Justice Services Administrator.
  2. Conducts and participates in intensive, structured, on-site client and treatment plan and clinical reviews at DMH hospitals statewide.
  3. Prepares confidential clinical information in spreadsheet format for aggregated analysis.
  4. Conducts systemic, organized follow-up with local social workers/other clinicians, to ensure that recommendations are followed or amended as required by dynamic clinical and systemic circumstances.
  5. Collaborates with DMH staff to identify available DMH/DHS operational and community resources that present discharge barriers for individuals receiving extended care and evaluates the utilization of these resources.
  6. Tracks, monitors & updates court orders, statutory reports, and Immediate Transport Orders for the SOPHs, and communicates with facilities and with the county courts regarding timely receipt of reports.
  7. As an advanced level social worker, provides in-service training for social workers and other staff on the forensic utilization review process.
  8. Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires a master’s degree in social work from a recognized school of social work supplemented by three years of supervised post master’s clinical social work practice.
  2. Requires a clinical social work license (LCSW) from the Department of Finance and Professional Regulation.

Conditions of Employment

  2. Requires ability to pass the IDHS background check.
  3. Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
