SUMMARY DESCRIPTION
The following opportunity for the Recreation Supervisor II – Aquatics position with the Parks & Recreation Department is a Closed Promotional opportunity, available only to any regular full time City employee who has passed the original probationary period or at-will full time City employee who has completed twelve months of consecutive employment. Under general supervision, assists in the planning, organizing, and coordinating of a variety of recreational activities, special events, and community programs and services at an assigned recreation center, park facility, or recreational area; leads and supervises subordinate staff in assigned programs. This is the full journey-level class in the Recreation Supervisor series and is distinguished from the Recreation Supervisor I level by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise. Positions at this level are distinguished from the Recreation Supervisor I level by the performance of the full range of duties as assigned, working in dependently and exercising judgment and initiative, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are normally filled by advancement from the Recreation Supervisor I level.

REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Assists in the planning, coordination, and scheduling of recreation-related activities for a wide variety of programs for youth and adults; conducts special events activities; monitors programs for safety; prepares and enters into contractual agreements with instructors for special classes and facility rental; may oversee the work of lower level, part-time support staff by assigning tasks and duties, reviewing and approving work completed, mentoring personnel, and conducting training; assists in recruitment and selection of part-time employees; trains and orients subordinate recreation leaders and part-time staff and volunteers; participates in staff evaluations; implements discipline procedures as appropriate; schedules staff and troubleshoots scheduling conflicts; meets with community-based organizations and school representatives to promote recreational programs; maintains operational reports on attendance and prepares progress records; supervises and secures facilities; checks condition of facilities and schedules maintenance; administers first aid when appropriate; prepares correspondence and reports; attends staff meetings; assists with research, surveys, and inventories; monitors recreational program trends and makes recommendations; evaluates program effectiveness to meet a diverse population of users; assists in the preparation and distribution of news releases, brochures, and publicity materials; assists with budget preparation and monitoring; orders, issues, and maintains recreational equipment and supplies; ensures adequate supply inventory; collects and accounts for monies received; answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints secures and participates in emergency repairs as required; establishes and maintains positive working relationships with co-workers, other City employees, and the public using principles of good customer service; conducts facility safety inspections and establishes and enforces safety and participation standards to protect spectators and participants; performs other related duties as required.
Plans, organizes, and directs one or more of the following programs: special interest classes, special events, athletics, aquatics, community centers, youth programs/playgrounds, cultural arts, or senior citizens; selects, schedules, supervises and evaluates subordinate staff , contractual instructors, and volunteers; plans and conducts staff training; prepares and monitors budget for assigned center or program in regards to staffing, anticipated equipment, material, and supply requirements and directs the requisitioning of materials, supplies, and equipment for facilities; provides assistance for Capital Improvement Projects and design development of new recreational facilities; attends pertinent meetings during the planning and construction phases of the project plan; reviews and evaluates employees’ work performance; works with employees to correct deficiencies; evaluates operations and activities of assigned responsibilities; recommends and implements improvements and modifications for work methods and procedures; recommends and assists in the implementation of goals and objectives; develops and monitors performance measures; maintains center records and prepares necessary reports; monitors work activities to ensure compliance within established policies and procedures; instructs staff on proper work and safety procedures and ensures compliance; acts as liaison with area schools and other community groups and organizations; evaluates community recreational needs and requirements; interprets the City recreation and community service programs to the public both on site and at various community events; enters into agreements for facility rental and programs; coordinates and implements Community Services programs and Citywide events; prepares news releases for newspapers; develops publicity materials and website information; establishes program fees for the use of recreation facilities by users; participates in various Department and/or City committees; performs other related duties as required.
Special Representative Duties:
Positions serving in the Aquatics or Recreation programs also plan, develop, implement, coordinate, and supervise the City’s various youth programs including the preschoolers program, day camp program, and aquatics program. Aquatics Supervisor must obtain WSIT, LGTI, WSI, LGT, CPR, FIRST AID, TITLE 22, 02, PDT Certification within three months of hire.
QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of:
Objectives and methods of planning, organizing, directing, and evaluating recreation and community service programs; rules and skills involved in a variety of recreational and community service activities; principles and practices of supervision, training, and performance evaluations; principles of budget preparation, monitoring and administration; pertinent local, State, and Federal laws, ordinances, and rules; principles and practices of conflict resolution; English usage, spelling, grammar, and punctuation; computer equipment and software applications related to assignment. EDUCATION AND EXPERIENCE
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training
A Bachelor’s degree from an accredited college or university with major course work in recreation administration, physical education, or a closely related field.
Experience
Three years of responsible experience in recreation-related programs, preferably full-time in a municipal setting.
Special Requirements
Aquatics Supervisor must obtain WSIT, LGTI, WSI, LGT, CPR, CPO, TITLE 22 First Aid for Public Personnel, American Red Cross Administering Emergency Oxygen Certificate, and Bloodborne Pathogens – Preventing Disease Transmission Certification within three months of hire.
Holidays – The City observes thirteen (13) paid holidays that include ten (10) specifically designated days and three (3) floating holidays.
Vacation Leave – A new employee will accrue eighty (80) hours of vacation per calendar year for the first five years of service (one hundred, twenty (120) hours for years five through ten, one hundred, sixty (160) hours for years eleven through fifteen and two hundred (200) hours after fifteen years). Vacation accrual begins immediately; however, a new employee is not eligible to take vacation leave until the completion of six (6) months of service with the City.
Sick Leave – A new employee will earn ninety-six (96) hours of sick leave each year.
Bereavement Leave – Employees are eligible to use up to 40 hours of bereavement leave per fiscal year.
Group Health Insurance Program – A new employee will become a member of one of the City’s group health plans (Aetna HMO, Aetna AVN HMO, Aetna PPO, or Kaiser HMO) effective the first day of the month following their date of hire. Per current MOU the City will pay 90% of the health care premium and employees will pick up 10% of the premiums of the plan they select.
Voluntary Dental/Vision Insurance Programs – The City offers two voluntary dental insurance programs, an HMO program and a PPO Program, as well as a voluntary vision insurance program.
Section 125 Flexible Spending Account – All employees are eligible to participate in the City’s Section 125 Flexible Spending Account plan administered by Benefit Coordinators Corporation (BCC). This is an IRS-approved plan which enables you to have withheld from your paycheck an amount to cover eligible dependent care, and certain eligible medical expenses without being subject to federal income or social security tax on the income used to pay for these benefits.
Retirement – The City participates in both the Social Security (FICA) and the California Public Employees’ Retirement Systems (CalPERS). The City currently contracts with CalPERS for the 2% at 55 benefit formula, Post-Retirement Survivor Allowance, and 3 year average final pay for CLASSIC members and 2% at 62, Post-Retirement Survivor Allowance, and 3 year average final pay for PEPRA (new) members. Employees will contribute 7% or 6.5% towards CalPERS, depending whether a classic or new member
Retiree Health Savings (RHS) – All employees participate in a Retiree Health Savings plan through the ICMA Retirement Corporation.
Additional Benefits – The City offers additional benefits such as short and long-term disability, group life insurance, accidental death and dismemberment insurance, employee benefit allocation program and workers’ compensation insurance.
