Duties
As the DoD transforms into a data-driven organization, DISA’s HC Center will drive the implementation of modern technologies that DoD needs for mission success. Some of the Department’s most critical initiatives, like the Joint All-Domain Command and Control (JADC2), advanced data analytics, and artificial intelligence/machine learning (AI/ML), are predicated on the existence of unified hosting and compute supporting all mission partners and warfighting domains. Specific responsibilities include:
- Leverage your cloud and management experience to support the program development team and key mission partners or warfighters who are relying on future cloud services across the Department.
- Utilize building coalitions by stakeholders, mission partner interaction as a trusted advisor from the d. Hosting & Compute Center to help craft a future enterprise cloud business model.
- Perform requirements gathering and development of Cloud migration use cases with customers. Experience analyzing cloud requirements from a business and financial perspective for the leading CSPs, as in, Amazon Redshift, Microsoft Azure, Google ‘Big Query’, Snowflake Cloud Data platforms, and/or various top cloud data warehouses.
- Defines technical direction and roadmap for Cloud migrations and managing the implementation and technical solutions.
- Documents, assess, and estimate cloud costs of use cases.
- Work with mission partners, warfighters on their requirements, which may include – senior lead managers for Cloud Services, Cloud Architects, Program Analysts, Financial Analysts, and the integrated cloud services team to define and design cloud business strategies and solutions for customers.
- Assist in architecting cloud-native, hybrid, or multi-cloud solutions to meet the customer’s needs.
- Engage with technical stakeholders of the customer and third parties to understand how their systems work and provide solutions for improvements.
- Provide communication and business operations support within the program for various stakeholders, including preparing or performing executive presentations to senior OSD leaders, DoD CIO, or to 4th estate stakeholders.
- Develop high-level reports used to brief various senior level DoD stakeholders.
- Analyze future cloud use cases to estimate service utilization.
- Assist in developing price comparison criteria for future cloud service offerings.

Qualifications
Basic Requirements:
A. For the GS-854 Professional Engineering Series: Degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. For the GS-1550 Computer Science Series: Bachelor’s degree in computer science or bachelor’s degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

- Demonstrated project experience migrating from legacy systems and deploying complex cloud-based solutions for a large organization on the scale of the Department of Defense.
- Documented experience and technical skills analyzing cloud requirements from a business and financial perspective using industry leading cloud service providers.
- Demonstrated expertise in building strategic coalitions with key stakeholders, mission partners, cloud architects, program analysts, and financial analysts, supporting a multi-billion-dollar organization.
B. SENIOR PROFESSIONAL (SP) QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the senior professional qualifications. - Work experience should demonstrate the ability to negotiate with senior leaders and subject matter technical experts of the federal, military services, private industry, and/or academia to arrive at acceptable technical and business solutions and agreement on highly complex and possibly controversial heterogeneous and homogeneous information technology systems and issues; and
- Stature in the profession as indicated by memberships and activity in professional and scientific societies, honors, awards, and other recognition and leadership in national and international scientific communities. Contributions and professional reputation as evidenced by citations, patents, and/or publications which advance knowledge in the information technology/computer engineering/science/electronics fields.

Experiences should include theoretical systems solutions/designs, simulations and modeling of components/architecture, computer engineering structures, and innovative systems.
