SUMMARY:
The Mayor’s Office of Management and Budget (OMB) is the City government’s chief financial agency. OMB’s staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.
The OMB Environmental Sustainability and Resiliency (ESR) task force helps fulfilling this mission by integrating climate change mitigation and resiliency into the city’s financial planning to address current and future climate risks.
Historically under resourced communities are most vulnerable to climate threats including extreme heat, flooding, and catastrophic weather events. This individual will become expert in environmental justice, equity, and climate justice work in New York City and other cities, as well as the New York City budget process, to build capacity for budgetary review to identify potential opportunities for investment and to make recommendations on how to incorporate this work as part of a larger effort to establish a Climate Budgeting process for NYC.
JOB DESCRIPTION:
The graduate intern will participate in creating the first NYC Climate Budget, to be published in April 2024. They will inform and make recommendations on how to incorporate environmental justice, climate justice, and equity into the Climate Budgeting process. They will research initiatives and available data sources from NYC and other cities and levels of government and identify knowledge gaps to better inform their recommendations.
The graduate intern will learn about the City’s budget process and expand the OMB ESR task force’s ability to evaluate budget decisions through this lens to achieve the goals of:
• Understanding the impacts of city investments in environmental justice communities and surrounding areas
• Integrating equity into the Climate Budgeting process.
• Improving environmental and equity outcomes and reducing environmental harms and climate change risks for New Yorkers who are most vulnerable and under resourced.
Minimum Qual Requirements
For Assignment Level I:
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.
For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.
SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.
Preferred Skills
QUALIFICATIONS:
• Ability to aggregate and synthesize information to create a clear and cohesive deliverable.
• Excellent research and analytical skills.
• Ability to communicate clearly in writing and verbally.
• Advanced Microsoft Excel skills.
• Interest in, and knowledge about, NYC environmental justice efforts; educational or professional experience in this area is a plus.
• Interest in, and knowledge about, NYC government; educational or professional experience in this area is a plus.
• Ability to learn quickly, understand the perspectives of multiple stakeholders, and approach challenges with creativity and objectivity
• Works well with others in a team setting.
Additional Information
Graduate interns must be currently enrolled or accepted into a graduate program. Candidates should have strong analytical, quantitative, research and communication skills. Additionally, candidates must be proficient in MS Word and Excel
To participate in the OMB Summer Internship Program, graduate students must be currently enrolled or accepted into a graduate program must be enrolled or accepted into a college or university.
Compensation/Duration:
Summer Graduate Intern $19.50 per hour
The internship will run during the fall and spring semesters of the 2023 to 2024 school year. The internship will be part-time, with a maximum of 17 hours per week when school is in session. The schedule will be worked out with the selected candidate based on availability. The work must be done during the regular workday, between 8:00 a.m. and 5:00 p.m. – no evenings or weekends.
