Description
To plan, direct, manage and oversee an overall communication program with citizens and coordinating public relation programs designed to create and maintain a favorable public image; to establish and maintain a working relationship with the media; to perform media and community information responsibilities for the City Manager’s Office, City Council, and other departments including preparation of and writing City publications, written communications including press releases; to work with City departments to develop responses to emergency and crisis situations; and to provide highly responsible and complex administrative support to the City Manager.
DISTINGUISHING CHARACTERISTICS:
This is a single-incumbent director-level classification. This position receives general supervision from the City Manager and/or supervising designee and supervises the Communications and Marketing Coordinator.
Duties and Responsibilities
The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.
- Proactively initiate, lead, and manage a comprehensive, creative public communications, marketing, advertising, and media relations program for the various City departments and divisions.
- Disseminates accurate, clear, and timely information to the public using appropriate timelines, methods, and media distribution/communication channels; serves as the primary Public Information Officer for the City.
- Provides leadership and direction for the design of marketing and informational material for departments including but not limited to brochures, fliers, mail publications, water bill inserts, newsletters, signage, and website creation and updates.
- Maintain a relationship with the media by researching, writing and editing press releases; sending press releases and other information to various groups and media outlets; keeping in personal contact with the media; conducting press conferences when necessary.
- Researches, plans, writes, budgets, implements and analyzes marketing plans to deliver key messages to target audiences using a variety of communication tools as appropriate.
- Provides public education by creating and implementing marketing and informational plans, public information and public relations; coordinating public activities for City departments.
- Responsible for the coordination of assigned external communications.
- Plan and implement press tours, ground breakings and other special events.
- Make effective oral and written presentations to organizations, the media, the City Council, and citizen groups regarding programs, projects, and other information needs of the City.
- Serves as the designated spokesperson for the Administration and the City Council regarding programs and events, as well as other information needs of the City. Provide a leadership role for the City as a key spokesperson for the City on multiple, varied, and complex topics and situations as they arise.
- Manage the Internet presence of the City and its departments, including city websites and all social media sites including Facebook,Twitter, LinkedIn, etc.
- Develop and maintain knowledge of all aspects of the City’s functions.
- Foster a positive and professional relationship with all internal and external customers, including City staff, directors, City Council, citizens at large, community partners, media representatives, etc.
- Coordination of communications and activities with external groups that work closely with the City.
- Participate in and complete special projects for the city.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field.

Requirements
Education, Training, and Experience:
Any combination of relevant education, experience, and/or certification and licenses may qualify.
- Bachelor’s degree from an accredited college or university with major coursework in journalism, communications, public relations, or related field.
- Four (4) years of related experience.
Licenses and Certifications:
- A valid State driver license is required at the time of appointment and must be maintained throughout employment.

Retirement:
TEXAS MUNICIPAL RETIREMENT SYSTEM
