The Opportunity

The San Ramon Valley Fire Protection District (District) and City of San Ramon Police Department (City) are recruiting for an experienced, forward-thinking, visionary leader to serve as their next Communications Center Manager. The incumbent will not only chart the course for the future of the Communications Center but will also ensure the continuation of high quality professional public safety services. The selected Communications Center Manager will oversee the daily operations of the new state-of-the-art 9-1-1 communications center, a joint effort between the District and City. The new communications center is equipped with cutting edge technology, including NextGen phone systems, that adds capacity and allows for more efficient and effective service delivery, especially during disaster situations such earthquakes, fires, etc. In FY 2022, the Communications Center received approximately 73,600 calls for service, of which 11,700 were fire and emergency medical services (EMS)/rescue, and 61,900 were police calls.

The Communications Center Manager role requires an experienced leader with the background and credentials to oversee the operational responsibilities for dispatching police, fire, and medical resources. The Communications Center Manager will be responsible for establishing and maintaining positive employee/labor relations and ensuring that the overall functions of the Center are being achieved with the efficient use of both human and financial resources. The Communications Center Manager will provide overall direction, planning and management of the 24/7/365 Communications Center, including supervisory, operating, and fiscal functions. The Communications Center Manager will be a leader capable of collaboratively engaging and supervising a dynamic workforce that includes three (3) dispatch supervisors, 12 full -time dispatchers, and a cadre of Communications Reserves. The Communications Center Manager is also responsible for the Mobile Communications Unit which is deployed for emergencies and regional events.

ABOUT THE NEW COMMUNICATIONS CENTER

The San Ramon Valley 911 Communications Center is equipped with the latest advances in emergency telecommunications technology, and is a Primary Public Safety Answering Point (PSAP) for the City of San Ramon and a secondary PSAP to the Town of Danville and unincorporated Alamo. Dispatchers process all incoming emergency and non-emergency calls for service and dispatch Police/Fire and EMS. The San Ramon Valley 911 Emergency Communications Center is an EMD Accredited Center of Excellence, certified by the International Academy of Emergency Dispatch. The Communications Center is equipped with state of the art voice, data, and wireless technology utilizing CentralSquare public safety software (CAD/RMS), Vesta 4.0, and Motorola MCC 7500 Elite. The Center is staffed with nine full time Public Safety Dispatchers, three Dispatch Supervisors, and a Communications Center Manager.

The San Ramon Valley Fire Protection District provides all risk fire, rescue, and emergency medical services to the communities of Alamo, Blackhawk, the Town of Danville, Diablo, the City of San Ramon, the southern area of Morgan Territory, and the Tassajara Valley, all located in Contra Costa County. The District’s service area encompasses approximately 155 square miles and serves a population of 194,000. The District maintains nine career fire stations and one volunteer staffed station, and other supporting facilities located throughout the jurisdiction.

The San Ramon Police Department provides the full spectrum of law enforcement services,
including Patrol, Traffic, Investigations, Records, Crime Prevention, and more. The San Ramon Police Department employs 62 sworn officers and 20 civilian employees, serving a resident population of 78,000 and a daytime population of 100,000.

MINIMUM QUALIFICATIONS

Competitive candidates will have five (5) years of progressively responsible managerial experience, preferably in a combined police and fire communication center; and 10 years of dispatch experience. Experience with EMD and police and fire agency accreditations are highly desirable.

Required Education and Certification

  • Bachelor’s degree from an accredited college
  • A current P.O.S.T. Supervisory Dispatch Certificate
  • Medical Priorities Dispatching Certificate from the International Academy of Emergency Dispatch or ability to obtain within 12 months of employment
  • Possession of the Emergency Medical Dispatch (EMD) and Emergency Fire Dispatch (EFD) certificates, including CPR certification or ability to obtain within 12 months of employment

Desirable Education and Certification

  • Possession of Emergency Number Professional (ENP) through the National Emergency Number Association
  • Possession of Communications Center Manager Program (CMCP) through the National Emergency Number Association
  • Possession of the Association of Public Safety Communications Professionals International, Inc. (APCO) or Peace Officers Standards and Training (POST) Communications Training Officer (CTO) certificate

Paid compensation is supplemented with an excellent benefits package including:

Vacation: Accumulation rate increases with length of service. The initial rate is 10 hours per month.

Sick Leave: Accumulated at the rate of 8 hours per month indefinitely during tenure of career.

Pension benefits are provided by Contra Costa County Employees’ Retirement Association (CCCERA). Eligibility and classification into the retirement system will be determined by CCCERA pursuant to the Public Employee’s Pension Reform Act (PEPRA) guidelines. Should reciprocity with CCCERA be established and entry classified as Classic, the retirement benefit will be 2% @ 55. Should entry into the retirement system be classified as PEPRA, the retirement benefit will be 2.5% @ 67.

Medical benefits are provided through CalPERS and include several PPO or HMO options. The District currently contributes 92% of monthly premiums for employee and dependent medical up to an established cap, and 100% for employee and dependent dental, vision, and EAP insurance, as well as 100% for life insurance for the employee only.

Section 125 Flexible Spending Accounts: Voluntary pre-tax employee contributions for eligible health care and dependent care expenses.

Life Insurance: The District provides $20,000 life insurance policy.

Deferred Compensation: The District offers voluntary 457 deferred compensation plans.

Administrative Leave: 80 hours per year in lieu of overtime.

Holidays: Thirteen (13) paid holidays per year.
