The Office of Public Safety Communications is seeking qualified candidates for the position of Communications Dispatch Coordinator.

Under general supervision, the Communications Dispatch Coordinator will oversee all aspects of Dispatcher training. Dispatcher training includes continued technical training, professional development, and regulatory compliance for tenured employees, as well as industry and Department introductory training for newly hired employees.

The Communications Dispatch Coordinator will work closely with Operations Managers and the Support Services Manager to develop and implement a training plan that will identify and address emerging industry trends, technical proficiency, process changes and improvements, and compliance. The training plan will include a combination of in-house and outside training providers.

In overseeing Dispatcher training, the Communications Dispatch Coordinator will be required to review existing, and develop new curriculum for in-house training. They may also be called upon to be an instructor in a classroom setting.

The Communications Dispatch Coordinator will be responsible for identifying and evaluating vendors to provide training to Public Safety Communications. They will also be required to oversee the documentation of assigned and completed training to ensure regulatory compliance.

PUBLIC SAFETY COMMUNICATIONS
San Mateo County Public Safety Communications (PSC) is an industry leader in 911 Public Safety Dispatch. Our Center, located in Redwood City, is the largest Public Safety Answering Point (PSAP) in San Mateo County.

PSC is the only Tri-Center in San Mateo County. This unique designation refers to the responsibility of dispatching Fire, EMS, and Law Enforcement services. PSC is responsible for all Fire and EMS Dispatching in San Mateo County. In addition, PSC dispatches Law Enforcement services for the San Mateo County Sheriff’s Office, Daly City Police Department, East Palo Alto Police Department, and the Broadmoor Police District.

The San Mateo County Regional Operations Center (ROC) is home to PSC. The ROC, which opened in 2019, was designed to be a state-of-the art PSAP with all the amenities to create a successful, healthy environment. The Dispatch Center contains floor-to-ceiling windows which provide plenty of natural light. PSC has a training room with six fully functional consoles dedicated to training, plus an additional training room with computers set up for online and multi-media training. In addition, the ROC has expansive, state of the art space available for in-house and vendor provided training.

Examples Of Duties
Duties may include, but are not limited to, the following:

  • Assess training needs of staff and identify approaches to meet those needs.
  • Plan and prepare formal and informal programs to address the training needs of dispatch staff.
  • Conduct formal training programs.
  • Train staff on work procedures and practices.
  • Provide direct one-on-one training for new staff as part of the overall training program.
  • Prepare and conduct in-service and ongoing training for dispatch staff.
  • Evaluate new hardware and software products for use by dispatch staff.
  • Train staff on the use of computer hardware and software and develop programs for upgrading the skills of staff.
  • Coordinate assigned functions with other County staff, external organizations, and contractors.
  • Receive and process business or emergency calls for law enforcement, fire, medical, and other public safety agencies as necessary.
  • Collect and analyze information, draw sound conclusions, and prepare effective recommendations regarding training and compliance.
  • Prepare a variety of special and periodic reports.
  • Prepare cost estimates for annual training budget.
  • Perform related duties as assigned.

Qualifications
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

  • Two years of experience working as a dispatcher with a public safety agency that has included significant experience in staff training.
  • Previous experience as a Communications Training Officer is highly desired.

Knowledge of:

  • Principles and practices of dispatch operations.
  • Principles and practices of staff development and training.
  • Basic supervisory principles and their application.
  • Record keeping and filing principles and practices.
  • Customer service and interpersonal communications principles.
  • Basic principles in communicating by means of face-to-face contact, telephone, and/or data terminals.
  • Public safety entities who provide emergency services within San Mateo County.
  • Geographic and demographic make-up of San Mateo County.

Skill/Ability to:

  • Train staff in the operations of the dispatch center.
  • Assess needs for training and develop and prepare training materials.
  • Prepare clear, concise, and accurate documentation, instructions, correspondence, and other written materials.
  • Develop and present comprehensive training material for the appropriate area.
  • Maintain accurate records and files.
  • Organize work, set priorities, and meet critical deadlines.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
  • Respond effectively to user problems and needs.
  • Communicate effectively, orally and in writing, with both technical and non-technical personnel.

  • Panel Interview. The panel interview typically consists of three subject experts asking a set of scripted, behavioral-based questions. This step may include the evaluation of a written and/or performance exercise given immediately preceding the interview. Applicants passing the interview will be placed on an eligible-for-hiring list.

Depending on the number of applicants, an application appraisal of education and experience may be used in place of these other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification.
