Description
This position, under general supervision, participates in and directly oversees day-to-day operations of the 9-1-1 center. Serves as the first line supervisor of communications officers. Provides dispatch and other communications support service for situations involving law enforcement, fire, emergency medical and other county public safety responders. Reports to the Operations Supervisor.

  • Supervises and coordinates Emergency Communication Officers (ECO) engaged in the answering of emergency and non-emergency calls for law enforcement, fire and emergency medical assistance; and ensures information input or retrieved from criminal databases is accurate and meets requirements or standards.
  • Monitors staff for performance, training, and compliance with guidelines and standards;
  • Serves as subject matter experts as needed including de-escalating situations or identifying opportunities for improvements to policies and procedures.
  • Provides technical assistance by monitoring various systems such as: the radio system, the phone system, the Computerized Aided Dispatching (CAD) system, and others;
  • Notifies appropriate staff of malfunctions, recommends corrective action, and documents appropriately;
  • Reviews scheduling and ensures proper coverage, assigns overtime as needed; and reviews timekeeping records;
  • Partners with management and training coordinator to continuously monitor and improve performance, processes, and procedures; conduct quality assurance reviews on radio traffic, calls, etc. as needed;
  • Prepares various documents and reports to include shift reports, incident summaries, and other administrative paperwork;
  • Assists with performance reviews for staff, closely supervises and provides counseling for staff on performance
  • Performs ECO functions to assist with daily operations as needed;
  • Supports the relationship between the Frederick County Public Safety Communications and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and Frederick County staff;
  • Maintains high level of confidential and sensitive information in a discrete and professional manner;
  • Demonstrates a strong leadership presence that promotes the mission of Frederick County Public Safety Communications
  • Exhibits punctual and regular attendance to work; and,
  • Performs other duties as assigned.

Typical Qualifications
Knowledge, Skills and Abilities:

  • Demonstrates leadership philosophy and supervisor techniques and practice; supervises, directs and develops assigned personnel. Applies a high level of initiative, discretion, and judgement in accomplishing work. Exhibits strong interpersonal skills to build and maintain rapport with employees at all levels. Addresses multiple demands simultaneously; prioritize work and responding to difficult situations under stress of time or circumstances; remains calm and operate effectively in high stress situations.

Education and Experience:

  • High school diploma or equivalent GED required; and,
  • Three (3) years of progressive responsibility experience in public safety communications, including some leadership or supervisory experience, possession of valid International Academy of Emergency Dispatch (IAED), Emergency Medical Dispatch (EMD)or comparable emergency call taking certifications in Medical Dispatch. Applicants with comparable or expired certifications will be required to obtain IAED/EMD certifications within one (1) year of employment.

Position requires successful completion of all required certifications within one (1) year of appointment. Certifications include (1) Virginia Basic Telecommunicator, (2) VCIN full access, (3) Cardiopulmonary Resuscitation (CPR) and (4) International Academies Emergency Medical Dispatch (EMD) Depending on the needs of Frederick County Public Safety Communications, additional licenses and certifications may be required.

Physical and Mental Demands:

  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. Work performed is primarily an office classification in a call center/dispatch environment, although occasional standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, to enter, and to retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and computer screen; hearing and speech to communicate in person and over the telephone and radio. Positions in this classification occasionally (daily, weekly, or monthly) bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees may occasionally be required to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
  • Employee works in an office environment with moderate noise levels, controlled temperature conditions, and minimal direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. Work is performed in a fast paced, call center environment; incumbent must remain alert and responsive while coordinating stressful situations in a fluid and dynamic work environment. Employee may be required to work weekends, holidays, inclement weather, nights, or be on-call as a regular part of the job, and work any shift (day or night).

  • Illegal drug use or possession that does not fall within the parameters defined in the County’s HR Policy, including the use or possession of prescription drugs without a proper prescription. Illegal drug is defined as set forth in the Federal Controlled Substance Act, 21 U.S.C. §800 et al. and by the Code of Virginia;
  • Less than honorable military discharge, erratic work record, or unfavorable employment references;
  • Pending litigation or prosecution for criminal offenses must be resolved prior to consideration for employment;
  • Some minor offenses are classified as Class 1 misdemeanors (e.g. littering) but would not result in automatic disqualification. Convictions of this nature would be evaluated on a case-by-case basis in the context of the full investigation/review.
