What We’re Looking For
The City of Beverly Hills is looking for an IT Communications Specialist to perform skilled work in the installation, maintenance, replacement and repair of City Network and Communications Systems. A person in this classification will perform skilled and complex Telecommunications maintenance and repair work involving City-owned telephone and radio equipment and systems. This position supports various operations related to radio systems throughout the city. The ideal candidate will possess knowledge, skills and abilities demonstrated by recent experience in electronics, two-way radio and point to point microwave technologies. Collecting and analyzing data, electronic test information to support two-way radio and microwave. Additionally, they should also possess knowledge, skills and abilities demonstrated by recent experience in the installation, maintenance, replacement, and repair of telephone equipment and systems. This position reports directly to the Network Manager within the Information Technology Department.

Disaster Service Workers
All City of Beverly Hills employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
Major Duties

A Communications Specialist performs skilled work in the installation, maintenance, replacement and repair of City Network and Communications Systems. This position performs skilled and complex telecommunications maintenance and repair work involving City-owned telephone equipment and systems. This includes repairing and replacing defective or worn telecommunications components including telephones, telephone switches and jacks; as well, as operate a variety of communications equipment and systems to industry standards.

1. General classification of equipment including but not limited to the following:

  • Two-way radio communications equipment: including trunked radio systems, conventional radio systems, mobile radios, base radios, portables, paging controllers, pagers, mobile data, point-multipoint radios, receiver voting, control/dispatch consoles, and related equipment.
  • Microwave radio systems: analog and digital radios, frequency/time division multiplexing, antennas, dishes, waveguides, pressurization systems, towers, and related equipment.
  • Supervisory Control and Data Acquisition systems: master stations, EMS network computers, man/machine interfaces, communication servers, remote terminal units (RTU’s), programmable logic controllers (PLC’s) remote control equipment, telemetry, intelligent electronic device (IED) interfacing equipment, security systems and related equipment.
  • Security Systems: including closed circuit television, alarms, recorders, multiplexers, motion detection devices, access control systems, card readers and associated components.
  • Miscellaneous: radio/television power line interference, audio sound systems, reception and distribution of timing standards such as WWV, GPS, IRIG-B, NTS and Stratum.
  • Communicate with personnel to coordinate such activities as sharing tools or equipment, scheduling system outages, performing end-to-end system tests, analyzing equipment performance problems and to implement repairs as needed.

2. Test, locate and repair damaged communications circuitry; to minimize damage to equipment, potential for personal injury or revenue loss due to equipment downtime
3. Inspect newly installed communications equipment to ensure proper and satisfactory functioning; Revise and design communications systems as necessary;
4. Evaluate calling patterns and maintain currency on changes in area codes and prefixes in order to ensure efficient routing of City telephone calls;
5. Provide technical assistance and advice to other departments regarding communications needs and requirements;
6. Prepare and maintain technical and operational reports and records related to the City’s network and communications systems;
7. Consult with and coordinate the services of network and communications vendors and manufacturers in the installation, repair and maintenance of City network and communication systems.
8. Coordinate communications activities with those of the City’s data processing and alarm system;
9. Coordinate the preparation and production of the City’s telephone directory;
10. Make routine and emergency purchases as authorized and required;
11. May provide assistance in the preparation of the network and communications budget; and Administrate the radio inventory and maintenance supplies:

  • Prepare and maintain records
  • Solicit vendors for cost estimates and pricing. Perform quality controls of vendor works
  • Develop and maintain proper procedure manuals for safety and use of the radio systems. Implement the RF Safety Program as RF Safety Officer.
  • Stay abreast, and be prepared to discuss with management, regulatory impacts of FCC rule changes; maintain contact with regional coordination organizations, such as APCO and others, and keep the City informed of procedural and anticipated changes.
  • Track and maintain all FCC licenses

12. Perform all duties required of and function as City RF Safety Officer.
13. May be required to respond to after-hours emergency conditions
14. Perform related duties as assigned.
Minimum Qualifications

(Any combination of experience that provides equivalent knowledge, skills and abilities sufficient to satisfactorily perform the duties of the job may be substituted).

EDUCATION:

  • Graduation from high school (or GED) and college-level course work in basic electronic theory and two (2) years experience in the maintenance and repair of communication or related electronic equipment.

EXPERIENCE:

  • Three (3) years of responsible experience in the installation, repair, replacement and maintenance of telecommunications equipment, systems and components.

LICENSE OR CERTIFICATE:

  • Possession of a valid California driver’s license
  • CWPCA Grade 2 Electrical Instrumentation Technology Certificate is desirable.

Knowledge, Skills & Abilities
Knowledge of:

  • General electronic theory.
  • Federal Communications Commission rules and regulations pertaining to applicable communications systems.
  • Record-keeping techniques.
  • Circuit analysis and troubleshooting.
  • Principles of telecommunications system design;
  • The full range of methods, materials, tools, equipment and procedures used in the installation and repair of telecommunications devices;
  • The techniques used in the assessment and evaluation of telecommunications systems and services; and

  • Prepare and maintain records, reports and work estimates;
  • Use and care for tools and equipment used in maintaining and repairing telecommunications and electronic devices;

  • Communicate clearly and concisely, both orally and in writing;
  • Follow directions from a supervisor;
  • Understand and follow posted work rules and procedures;
  • Establish and maintain cooperative working relationship with those contacted in the course of work.
  • This position may be required to work overtime hours as needed.

Retirement
The City offers the CalPERS 2% at 62 formula for new CalPERS members.; OR 2.5% at 55 formula for existing “classic” CalPERS members with less than a six-month break in service from another CalPERS or CalPERS reciprocal agency. Vacation: 80 to 160 hours of annual vacation accrual depending on years of service.
