Quince Street Village is a sanctioned microhome shelter that provides safe sheltering for adults experiencing homelessness in Olympia. CCS strives to provide a safe and respectful environment where program participants can access an array of emergency and supportive services and work towards more permanent housing. CCS staffs the site 24 hours per day, 7 days per week.
The Community Involvement Coordinator for Quince Street Village is responsible for supporting the day, evening and overnight management and operation of the site, in accordance with the mission and policies of Catholic Community Services. With support from The Program Manager, the position oversees the Site operations, ensures compliance with safety standards and regulatory requirements, and is accountable for sound management of resources and achievement of key performance indicators of the program. The Community Involvement Coordinator is in charge of ensuring all data is tracked and in charge of completing all reports for the site. The position will be largely responsible for building community on site and providing many opportunities for clients to get involved in on site activities. Most of the work isdone outdoors since the site is a sanctioned camping site.
Responsibilities
Program Responsibilities
- Ensure that all program participants are treated with dignity and respect by all CCS staff through training and leading by example.
- Ensure the safety and security of program participants, employees and guests. Respond daily to crises for Quince Street Village as well as the area businesses if needed.
- Request proper emergency and police response according to policy as needed.
- Assist individuals to maintain a stable and safe environment, mitigate conflict, and protect material assets.
- Patrol, observe, and report around site perimeter, including the surrounding area, for the benefit of residents, staff, and service providers and general neighborhood related to businesses as needed.
- With the support from The Program Manager, monitor security and neighborhood needs, and revise security practices as needed to promote a safe environment and to support program and agency goals.
- Track data entry and HMIS registration.
- Conduct data entry, record keeping, and HMIS entry, updates, and exits.
- Ensure all reports are completed on a timely basis. Assist in the completion reports for all funding sources as needed.
- Ensure security procedures and patrols are followed.
- With support from the Program Manager, ensure that staff monitor security cameras, provide back up to staff as needed for responding to loitering, drug activity or other behaviors within the two-block radius as needed but focused within Quince Street Village.
- Ensure that each guest is given an intake interview to get an understanding of their history, issues contributing to homelessness, barriers to housing, their stage of change, and their goals, dreams and aspirations.
- Ensure that the confidentiality polices of Catholic Community Services are followed.
- Support overseeing the Ban process and ensure that the Ban is appropriate for the situation, written timely, factual, and behaviorally descriptive.
- Support overseeing and providing behavioral management by helping guests to resolve conflicts and make pro-social choices through the grievance procedures.
- Foster the development of program participant engagement with the functioning, safety, health, behaviors, appearance and cleanliness of the site.
- Work with program participants towards the development of formal engagement such as a participant council, regular meetings with the participants, etc., so that participants have a meaningful voice.
- Build relationships with local neighborhood and community representatives to further common goals; including meetings with the City Of Olympia Staff and weekly provider meetings.
- Attend meetings on behalf of the Program Manager as needed.
- Other duties as reasonably assigned.
Assist with Hiring, Training and Onboarding

- Support with recruiting, hiring, training and onboarding efforts for all staff.
- Promote ongoing training and support, and ensure attendance at all CCS mandatory trainings for site employees.
Support staff respond appropriately to non-crisis security situations or take appropriate proactive actions including
- Conducts internal and external rounds throughout the facility and campus to monitor and ensure safety as needed.
- Monitors facility and resident population for improper conduct or unauthorized persons inside facility
- Supports and enforces behavioral guidelines
- Escorts residents off of the premises when appropriate.
- Provides customer service to all visitors and site participants and assists them to authorized areas
- Communicate staffing needs to Program Manager, assisting in identifying and interviewing quality candidates.
Information Management
- Communicates incidents, issues and other relevant information accurately and timely to appropriate staff through recording entries into computer system, log book and/or personally through meetings as appropriate.
- From the direction of the Program Manager, completes and/or reviews and approves incident reports. Recommends policy and practice improvements. Ensures staff receives feedback for improvement of both security practice and incident report writing.
- Reviews and updates communication log and other communication systems daily to keep informed of issues. Ensures staff complete communication log routinely and completely using professional language.
Safety and Sanitation
- Ensure that appropriate safety and sanitation procedures are being followed by regularly inspecting the facility for cleanliness and safety.
- Coordinate with staff to ensure an exceptionally clean and safe environment. Some examples of the minimum standards that must be met include:
- Ensure that all areas of the Site (entrances, exits, parking areas, common spaces, tents, pallets, tiny homes, etc.) are free of debris and clutter.
- Ensure the latrines are clean and useable and report any issues.
- Ensure adherence to the Mitigation Site storage limits.
- Ensure that the site is visually tidy.
- Ensure proper procedures are followed to remove potentially hazardous waste.
- Ensure that equipment and furniture are in proper condition for use.
- Report any maintenance issues to appropriate person (Program Manager, City Staff, Vendor).
- Ensure that the dumpster is only used by site participants to reduce garbage cost over time.
- Ensure garbage in the surrounding neighborhood is properly disposed of.
Community Building.

- Develop on site community building opportunities for clients.
- Stay up to date with community resources and bring them on site as needed and requested.
- Help clients use their free time productively and motive clients to participate in services and on site activities.
- Track and manage community activities, adjust as needed.
- Ensure on site activities are appropriately staffed and give ample notice to staff and clients of the activity.
Volunteer Coordination

- Recruit, schedule and train volunteers to come on site and provide services that will enrich the lives of the clients.
- Developing ongoing and new relationships to bring in new volunteers as needed.
- Maintain records of all volunteers’ information and required paperwork.
- Maintain accurate and current information in the database for Volunteers.
- Conducts WSP background checks for volunteers.
Qualifications
Minimum Qualifications
- AA Degree in Social Service or related field
- At least one year of experience in direct provision of social services, preferably with homeless people.
- Applicant must successfully pass required background checks prior to an offer of employment.
- Understanding of problems homeless people often face, including alcohol and drug abuse, mental illness, domestic violence, and long-term homelessness.
- Excellent written and oral communication.
- Good office computer skills, with ability to maintain complex client records and update databases including HMIS.
- Ability to work both independently and as a member of a team.
- Must have an acceptable driving record per CCS’ driving policy. (required to provide current driving abstract).
- Mental health and/or crisis intervention experience.
- Support and uphold the mission, beliefs and values of Catholic Community Services and Catholic Housing Services.
- Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations
Preferred Qualifications
- Bachelor of Master’s Degree in Social Work or related field
