DEFINITION
Under general supervision, this Community Services Officer position performs a variety of functions related to the enforcement of animal control laws within the CIty limits . This includes ensuring ordinances are enforced, participating in public relations events, animal shelter maintenance and other community service oriented activities, such as low cost vaccination clinics and adoption events, which do not require peace officer status.
SUPERVISION

  • Community Services Officers report to the Community Services Supervisor.
  • May supervise supervision over part-time Animal Shelter Attendants.

The following functions & duties are typical for this position. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address City needs and changing business practices.

Investigate reports or complaints of animals, property or vehicles creating nuisances and take appropriate enforcement action.

Investigate reports of animal abuse.

Issue citations, warnings or notices to abate for violations of animal, nuisance, and parking ordinances.

Explain to the public ordinances regarding animals, nuisance and parking.

Patrol city streets and roads in assigned vehicle. Identify and take enforcement action on violations of animal, nuisance or parking ordinances.

Quarantine and dispose of animals as appropriate.

Attend meetings and respond to related questions and complaints.

Provide public education.

Maintain detailed records of daily activities, investigations, handling of property and evidence, disposition of animals, and fee collections.

Participate in the daily maintenance of the animal shelter; supply food, water, and other care for animals; handle and move animals from indoor to outdoor kennels; clean and sanitize, on a daily basis, the indoor and outdoor kennels.

Enter and retrieve data from computer databases.

Supervise juveniles assigned to work restitution through the Municipal Court; ensure participants stay on task during work restitution assignments; refer participants back to the court if they fail to follow direction.

Identify areas appropriate for cleaning and/or maintenance by work restitution attendees.

May provide training to new Community Service Officers.

Effectively manage assigned cases to ensure prompt resolution of complaints.

Perform other related job duties as assigned.
QUALIFICATIONS & REQUIREMENTS
Knowledge of:

  • Basic principles of law enforcement.
  • General principles of animal care and disease treatment and prevention.
  • Occupational hazards and standard safety practices necessary in the area of animal control.
  • Basic mathematical principles.
  • English usage, spelling, grammar, and punctuation.
  • Modern office practices, methods, and computer equipment.
  • Principles and procedures of recordkeeping and reporting.
  • Safe driving principles and practices.

Skill to:

  • Operate a variety of animal control equipment and tools in a safe and effective manner.
  • Operate modern office equipment including computer equipment and software.
  • Operate a motor vehicle safely.

Ability to:

  • Read, understand and apply city ordinances, state statutes and department procedures.
  • Learn and apply self-defense principles to include the use of a conductive energy weapon.
  • Prepare and maintain accurate and complete records.
  • Prepare clear and concise reports.
  • Respond to requests and inquiries from the general public.
  • Understand and follow oral and written instructions.
  • Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.

  • Learn, interpret, apply, and enforce pertinent federal, state, and local laws, codes, and regulations related to animals, nuisances and parking.
  • Identify breed and gender of animals.
  • Coordinate and supervise juveniles in work restitution program.
  • Prioritize activities to provide consistent nuisance enforcement across the city.

MINIMUM QUALIFICATIONS

Education/Training:

  • A high school diploma, or equivalent, supplemented by training in animal care and control is required.

Experience:

  • One (1) year of law enforcement-related community service functions or animal control experience is desirable.

Age Requirement:

  • Must be 21 years of age or older.

License/Certification:

  • Possession of, or ability to obtain upon hire, an appropriate, valid driver’s license.
  • Possession of, or the ability to obtain within one (1) year of employment: Euthanasia, Chemical Immobilization, Pepper Spray, and Conductive Energy Weapon Certificates.
  • Possession of, or ability to obtain within one (1) year of employment: First Aid and CPR certifications.

Essential duties require the following physical skills and work environment:
Ability to sit, stand, walk, run, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 100 lbs.; exposure to heat, cold, noise, outdoors, chemicals, syringes, and needles; ability to travel to different sites and locations.
