Specific Responsibilities:
This is a Computer & Info Systems Manager I-SES position, responsible for, planning, enhancing and maintaining Florida Department of Health Palm Beach County Health Department systems for use by end-users including but not limited to hardware, software and communication components of the system. Work is performed under the supervision of the Data Center Director – SES. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. Responsible for the supervision of staff including appraisals, planning and directing their work, approving leave and having the authority for hiring and taking disciplinary action or effectively recommending such actions.
This position is designated as a sensitive position and is required to maintain confidential information in accordance with Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. Supervises direct reports including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action, if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training.
Responsible for analyzing software applications and systems to identify and address issues and inefficiencies. Work with stakeholders to identify user needs and requirements. Analyze software performance, identify areas for improvement, and make recommendations to optimize efficiency and user experience. Designing and test software systems. Maintain software and software’s license inventory database.
Develop project plans for implementation of software and communicate status to team members and management.
Create and writes procedures and manuals for installation, use, and solving problems of software. Validates written procedures by processes test backup and security of all data. Act as the vendor management liaison of all third-party software.
Serves as the Database Administrator (DBA) for the IT program. Responsible for managing and maintaining large, databases. Ensure security, availability, and performance of the database, as well as troubleshooting issues as needed. Work to optimize database performance, ensure data integrity, and plan for future growth of the database. Assist in designing database structures, ensuring data privacy, compliance, managing user access and permissions.
Responsible for designing, developing, and maintaining websites and web applications. Assist clients or end-users to identify their needs and design a website or application that meets those needs. Write code in programming languages such as HTML, CSS, JavaScript. Use content management systems and web development frameworks. Test and optimize website performance, ensure compatibility with various browsers, devices, and troubleshoot issues as needed.
Supervise the administrator for Health Management System (HMS).
Perform other duties as assigned
