In this position you will serve as senior computer scientist and technical consultant for work involving both application and development of mathematical, statistical and computer science techniques within the related to providing post mission and real time software for use in the production and computational analysis of scientific test data.

  • Able to perform detailed analysis to evaluate the accuracy and data quality of range Time, Space, Position Information (TSPI) along with other data systems and able to verity data is missing or may have bit errors within the data.
  • Researches, interprets, analyzes and applies new and improved techniques, tools, technologies, and processes for the accomplishment of software and systems development objectives. Ensures metrics and performance data are captured and analyzed to ensure actions are timely and reviewed at critical points.
  • Establishes, develops, and maintains effective working relationships with division management, the 96 TW scientific test community and representatives of other government agencies, industry, and academia. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals.
  • Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact the organization or installation.
  • Coordinates the contributions of professionals and specialists, notes problems that arise, and resolves differences. Prepares and presents briefings on the special projects and results. Prepares reports and/or documents progress and results of each study. Makes presentations at various high-level conferences, seminars, or meetings.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Computer Science Series located here.

Basic Requirements:

Bachelor’s degree in computer science or bachelor’s degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12 in the Federal Service. Specialized experiences includes ability to advise on the evaluation and implementation of computer programs across a variety of functional areas; a demonstrated and thorough knowledge of computer sciences, IT systems analysis and applications software concepts, functions, techniques and capabilities sufficient to evaluate new and emerging IT methods and principles.

  • 4 years of high-level experience and in-depth mathematical knowledge of Time, Space, Position Information (TSPI) and other sensors to include inertial measurement units, GPS, RADAR, optical cameras, threats (SAMs/Guns IADS) and altimeters desired
  • 4 years of experience with applying mathematical and software engineering principles and disciplines to the building of hardware and software intensive systems desired.
  • 4 years of high-level of expertise in flight kinematics models, linear systems, matrix algebra, vector transformations, Kalman filter design, and signal processing, as well as in-depth expertise in the utilization of various software tools to examine data and data streams, such as Python and MATLAB.

Knowledge, Skills, and Abilities

1. Professional knowledge of computer science principles, software/systems engineering concepts and practices applicable to a wide range of duties associated with informational systems software design and development activities. Requires a four year degree in computer science or related field.

2. Ability to modify standard practices and adapt techniques to solve a wide variety of interrelated problems to adapt precedents and make departures from previous approaches to similar projects in order to provide for specialized requirements.

3. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions. devise solutions to problems, and identify changes and trends.

4. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations.

5. Ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established time constraints.

6. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relations.

Evaluation of Education:

Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.
